jschoubben 799eec0a5a Ask an acknowledgement apart from an approval, change every kept ask by compare-and-set, and rehearse rather than drill (hq ADR 0259, review M1/L2/L3/L7)
- M1: a condition offering both kinds of answer is asked twice: its authorising answers about the
  condition, its acknowledging ones (Silence) apart, so an answer from a channel that only acknowledges
  never ends an approval.
- L2: the asked store creates once and changes only over the revision it read, deciding again on what it
  reads; a stale cancel no longer writes over an act.
- L3: every ask is kept before it is published, one whose publishing failed is marked unsent and asked
  again, and a cancel is kept before it is said. The terminal's test question is now `rehearse`, so it is
  not called what the glossary calls a drill; its two answers are both approve-level.
- L7: two deliveries of one warrant to two controllers at once act exactly once, on a real bus.
- Re-vendored onto mesh-sdk 76902998 (canonical digests): an option binds an asks.Act with each argument
  as arg.<name>.
- The lab's bus fixture composes verified-sender only where the lab says its machine is root-free
  (MESH_LAB_ASKS_ROOT_FREE=true).

jschoubben 0909d7b125 Bind each asked option to the exact act, and perform only that act on its warrant (hq ADR 0259 §6)
Every option the controller asks with carries the digest of its verb, machine, arguments and level
(the SDK's Option.Binds). A warrant must name the digest of the ask the controller keeps, and before
acting the controller checks that the act it is about to perform is the one the option bound: a
record changed after the ask is refused, never performed. mesh-sdk moves to d4077b4.

The node-engine's own since starts again at every restart, so an agent that
restarted the engine in a loop kept agent-can-become-root quiet for ever (the
review of 2026-10-09). The controller now keeps when it first saw the verdict
waiting for the setuid search (migration 0085), forgets it at the next
complete verdict, and raises once the engine's own bound has passed since;
the bound and the pending reason are read from mesh-host's rootsearch.

jochen dcbbf4487a Refuse a node's accounts through any verb, and a stale or service-account agent verdict
The generic command verb ran node account and node agent-account, so an agent
could name itself the operator account and have the next send grant it root
(hq ADR 0266 review). Refuse every node subcommand but list and show through
any verb; refuse the operator account as the agent account in both
directions and well-known service accounts as an agent account; and count a
verdict heard more than 15 minutes ago as not judged, so stopping the
node-engine cannot freeze a healthy one. Re-pin mesh-host to its review head.

jochen fcfbf7e69e Name the account agents run as on a node, and say whether it can become root
On the control node every agent ran as the operator's account, which has
passwordless sudo, so an agent could become root without a person (hq ADR
0266). A node now names an agent account at the controller's terminal only;
the agent's module declares it never to become root, the node-engine judges
that, and the self-check (DA) raises agent-can-become-root while it does not
hold, so ADR 0259's router can rest on it.

mesh/delivery-group group feat/health-the-field delivered: every member is delivered
A module could say nothing about what ready means for what it runs, so a web
application with its port open and its requests hanging passed everything for
eleven hours (issue 145). A long-running resource now carries `health` — the
image's own check adopted by name, http, tcp, exec, unit or a module's own tool,
with its timing — refused near its author when it names a port or an address,
an endpoint the module does not declare, a tool it does not serve, a tool check
alone, or a timing outside the record's bounds. It is composed with the endpoint
as the port this machine published it on, and sent only to a node-engine whose
statement says it reads it: an older one would refuse the whole declaration.
The engine is granted its own machine's instance of each health tool. `module
check` warns of every long-running resource without `health`, counts them for
the catalogue, and refuses them from 2026-11-18. A check's findings stay out of
a condition's summary. The node-engine's validator is vendored at its Phase B
commit, so what is composed is judged by the words the engine takes.

jochen be92762969 Give every test a bus of its own, at the release the mesh runs (hq ADR 0237)
The live tests reached one shared bus and assert, read and remove the mesh's own objects by
their fixed names, so packages run in parallel deleted what each other read and the suite
passed only one package at a time; a red suite read as noise. internal/testbus starts a server
per test, linked in at the nats-server release go.mod pins, and a test holds that pin to the
catalogue's bus image and to the facts snapshot's bus when there is one, so the tests never run
a bus the mesh does not. The waiter test read a timing (the most connections held at one look)
and now reads the state it means (the fewest held across the wait). make check runs the packages
in parallel under the race detector, with a timeout.

jochen 2eb9a22c24 Act under a lease, keep accounts by order, one writer at composition (hq to-be 45 Phase 2)
Two controllers could both act (issue 204), a reconcile's report could
overtake the apply after it and the digest decided (issue 267), and a grant
could make a second writer of a machine's report.

- The lease (internal/lease, ADR 0229): mesh-controller_lease key `holder`,
  15 s age, renewed every 5 s by compare-and-set; the epoch is the revision
  it was taken at. The gate is the clock (stops 3 s before expiry); a refused
  renewal is a loss and the process exits; a holder that stops gives it back.
  serve takes it before asserting the bus. Epochs kept in the store
  (migration 0068 controller_epoch) as a floor: a bucket raised from nothing
  is compacted past it. Unleased (no epoch, S12 urgent) only when nobody
  holds it and the bus will not let it be written. A shell command acts
  under the holder's epoch, or its own lease when none.
- Declarations carry `epoch` inside the signed envelope, only to a machine
  whose latest account carried a report_sequence (mesh-host #35); would-send
  is composed with the epoch last sent. Allot and the send both pass the gate.
- Reports: contract in internal/link/order.go (epoch, sequence,
  report_sequence, older_than, refused_older). Accounts kept by epoch, then
  sequence, then report sequence; older refused, counted; unordered reports
  keep the digest rule. Plans by compare-and-set on a revision, with epoch.
  Conditions and calls carry the epoch and are not written off the lease.
- S12 and S13 (naming the writer by epoch) watched, D5 run; reset of the
  bucket said. Writers table compiled in and enforced in PermissionsFor; the
  controller no longer publishes mesh.control.>. A contract per consumed
  kind, and the empty-on-error lint over the repository.
- mesh-host pinned to its main with the epoch in the validator (D1 validates
  the envelope as sent).

Needs mesh-host's genesis lock with the lease grant (mesh-host PR) for
TestTheInstallersFirstUserListIsWhatTheControllerWouldCompose.

jochen e1f5d4fdf0 Vendor every dependency, so no build fetches the host's validator (hq to-be 45 D1)
The controller imports mesh-host/validate through a replace onto the forge
that holds it, and every build — the build agent's go build in a fresh
toolchain container, the Dockerfile's go mod download — would have fetched
it through the public proxy and checksum database at build time: a merge
breaking main on the network, the class Phase 1 removes. vendor/ is
committed; go builds from it with nothing fetched, and refuses to build
when it and go.mod disagree, so a pin moved without go mod vendor fails at
once. The Dockerfile copies vendor/ and builds with GOPROXY=off.
