The registration holds the controller's one receive loop. Checking the bound
only between asks let an ask in flight hold it near two minutes, the
deaf-controller limit. The whole wait now runs under a 60 s deadline, still
says it waited when that deadline ends it, and a tool that did not answer in
time is not asked again: it has already held the loop its whole wait.
A walk whose delivery was held for a person said only that it waits for
mesh-delivery's word and that plans go starts it by hand, pointing the
reader at a hand start instead of the person's decision. Ask mesh-delivery
what holds each waiting walk and say the held delivery, its reason and
mesh-delivery.release, or the delivery not at its turn.

A registration asked the forge while node-tools re-served after a tool-runner
rollout, heard "nothing serves gitea.gitea_api", and failed a good build's
plan. The bus's not-served answer is now link.ErrNothingServes (and a timeout
link.ErrNoAnswer), and the registration asks again for up to 90 s on those
alone, never on a refusal; past the bound it fails saying how long it waited.
The engine reports its own count, kept across recreates and starts by hand, not
systemd's NRestarts or the runtime's RestartCount (novox/hq issue 458).

The review found that a merge kept without its moves, judged again at
the cut, gave its batch no modules, so it could read as unrelated to a
walk it will build beside. An unknown change is never unrelated.

The helper decides, by repository, module (widened to dependents), delivery
group head or module graph edge, whether two changes are related, as novox/hq
ADR 0304 decision 1 reads in ADR 0306 decision 3. Nothing calls it yet; it is
the first step of issue 525's parallel walks.
ADR 0304 lowered a leaf module's delivery budget from five minutes to
three, the time its measured phases support once a leaf is judged on
one reading and waits only for what it shares.

modules would pass at once with no reading, and that every mixed send
in the tests judged its leaf as the core.

The bus left the controller out of the caller-named grants, so issued could never reach plex's tool; the
controller is now granted exactly the tools of offers whose software issues the credential, composed from
the records, so the installer's first user list is unchanged. A pair remade on a key change or accepted by
hand kept the issued stamp and was never sealed again; those writes now clear it.

ADR 0282 decided readings by class and ADR 0304 took a leaf module to
one, but the gate never learned it: every build, leaf or core, needed
three readings over at least two minutes, so a container module that
was healthy at once still waited about two and a half minutes on its
first machine. The number of readings and the settle time now follow
the module's class: three after two minutes for the controller's own
path and the resolver, one for every other module. Tests that judge a
gate's other rules keep leaf modules on three readings.

A token a media server got from its vendor reached its consumers only as a value the mesh minted, which
the server refused, or as a copy typed by hand. An offer may now say its software issues the credential;
the new issued verb carries no value and asks the provider's tool, in the controller's own name, for the
value sealed to one call, then seals it to every pair that does not hold it yet.

The send record of issue 234 is now readable only through the controller's
verbs (issue 506), and only plan said it. status says per machine when it was
last sent a declaration, by whom, from which generation and what it answered;
node show says it in full with the refusal's words. A machine's answer is read
from its report only when that report is about the send and came after it.

A new batch beside the open one walked an older commit after a newer one, and a
stop that failed partway could leave a merge on two plans. A module shared with
the stopped merge, built at its branch, would deliver it; it is left out or
withheld. A batch not yet cut can drop a merge, so mesh-delivery can stop a
merge walked again. The stopped walk names what it left on which machines.

One walk carries every merge of its batch, so ending it for one group member
ended every other delivery on it. delivery-stop now takes without: the walk
ends, every other merge it answered is batched again, and each later merge of
a left-out merge's repository is left out too, since it contains it.

Second review of #231: when neither the stream nor its condition can be
read, nothing is known of its fill, so none is said; the unread warning
covers it. Only a condition read back as open is kept, with its own words.

Review of #231: "store" is the glossary's word for the postgres server, so
the condition is bucket-or-log-filling. And one stream that cannot be read
no longer fails the whole check: it is said as unread with its reason, an
open fill condition for it is kept, and every other bucket and log is
still judged (ADR 0297 §6).

The issue tracker's history lasts seven days on the events stream and its
bucket fills toward a cap with no warning (issues 501, 502). A module may
now declare `logs`; the controller creates each as a stream on the bus
(create-or-update, never deleted or recreated, reported when undeclared),
issues it to the owner's assignments in their membership, grants the
runtime exactly the append and direct-read subjects, and raises a
condition when any module's bucket or log reaches 75% of its cap, cleared
below 70%.

The guard let any field of the list's resource move; its path or mode
changing is a change the step must not carry. The store test now calls

Kept builds are not the whole declaration: a new assignment, settings or
a provision's logins went out as the mesh holds them now. The step now
compares what it would send with the last send's summary and fails, said,
when anything but the user list differs; ungatedIn reads the kept builds
instead of passing the step unread.

A walk left the machine holding the bus out of a gated send whenever a
build waited there for that same gate, so a module's new health tool was
refused by the bus on its first machine and the gate could not pass. The
grants step sends that machine its declaration with every build kept,
before the first machine's send; plans and the change plan say it.

A refusal of a send the mesh never recorded went only to stderr; it is now kept
with its sender said to be unknown, and raised. A counter behind the machine (a
store put back) is raised and the condition names push, since the receive loop
must not push. The node's digest and generation are one transaction, and a send
record that fails is said loudly without failing the send. The trigger ignores
an update that changes nothing, and the put-back mark is dropped: a put-back is
composed afresh with the current generation.

A declaration newer in sequence than every other named four fewer modules
than the assignments held, a machine applied it, and nothing the mesh kept
said who sent it or from what view. The store now raises an assignment
generation in the same transaction as every assignment change (a trigger,
so a cascade counts too); a send reads it before composing, carries it to
engines that said they read it, marks a gate's put-back, and is recorded
with its sequence, sender, generation and modules. The would-send is
stamped with what was last sent, so nothing reads behind for it; a refusal
is kept on the send it refused and raised as S20 naming the sender; plan
says what the machine was last told.

The binary in 419d662 came from a build into the worktree, not from the
change. node show says send, as the glossary does. A test now reconciles D1
beside a wait's needs-operator, which a wait raised under D1's source would fail.

The operator reads manifest, declaration and send, not definition,
composition and update. D1 already resolves every machine, so the
left-out judgement rides on it instead of resolving each machine again.
A test holds that a wait's own needs-operator still clears beside it.

so a retry read from the plan alone asked one failed build and the records
then failed the plan again on the next. Settle the tier from the records first.

A push leaves out a module whose settings do not compose and sends the rest,
which is right, but only plan said so: nfs-server ran nowhere for days while
the operator believed it ran. The self-check now raises needs-operator for a
setting nobody gave, naming the setting and the command, and left-out for any
other cause; both warnings, cleared once the module composes or is unassigned.
status and node show list the same modules as assigned, not applied.
