mesh/merge-gate head 18221c4079d1 merged into trunk 7b2a9eae8020 — pass: builds build-agent, mesh-controller → ace, g14, novox, shanks; no bus step; every …
ParseManifest also reads stored builds again: a build's manifest at a
commit, the gate, a release, a module put back. betterbird's builds from
before its accounts file named its keys would have become uncomposable
there, so a send to g14 or shanks could fail and a rollback be refused.
The refusal now runs in module check, module add, a build taken in, the
builder and the merge gate's registration, and a file is no longer
reported by both §2 and §3.

The issue tracker's history lasts seven days on the events stream and its
bucket fills toward a cap with no warning (issues 501, 502). A module may
now declare `logs`; the controller creates each as a stream on the bus
(create-or-update, never deleted or recreated, reported when undeclared),
issues it to the owner's assignments in their membership, grants the
runtime exactly the append and direct-read subjects, and raises a
condition when any module's bucket or log reaches 75% of its cap, cleared
below 70%.

The gate passes only the manifests a change touches, so a module that starts using the operator channel
was refused for a declaration it could not see. Over every manifest it stays a refusal.

The fourth review (hq issue 339): the safe reading of a file that asks for a
setting and does not say is that root or a consumer trusts it, so its
settings are the terminal's; `"trusted": false` is the opt-out. With that,
nothing unsafe is left to refuse: `module check` lists and counts the
unmarked files and never refuses them.

The third review of #170 (hq issue 339): a setting overrides any key a
provider serves, so any caller of the settings verb could move a database's
port, a registry's port or an issuer to a listener of its own and collect
what consumers present. TerminalKeys now derives from the manifest: places,
accesses, every served key and every setting a served value asks for, and
every setting a file marked `trusted` asks for. `trusted` is the catalogue's
word, taken out before the declaration; `module check` warns of a file that
asks for a setting without saying, and refuses it from 2026-10-30. The hand
list is gone. A directory used as found is now its own condition kind, the
operator's, never urgent, and the gate exempts it where it exempts a relogin.

mesh/delivery covered: a later merge that contains it was delivered: novox/mesh-controller@4291fee68e95 (merged as a5a132ac into main, walk plan-17913907…
A module could say nothing about what ready means for what it runs, so a web
application with its port open and its requests hanging passed everything for
eleven hours (issue 145). A long-running resource now carries `health` — the
image's own check adopted by name, http, tcp, exec, unit or a module's own tool,
with its timing — refused near its author when it names a port or an address,
an endpoint the module does not declare, a tool it does not serve, a tool check
alone, or a timing outside the record's bounds. It is composed with the endpoint
as the port this machine published it on, and sent only to a node-engine whose
statement says it reads it: an older one would refuse the whole declaration.
The engine is granted its own machine's instance of each health tool. `module
check` warns of every long-running resource without `health`, counts them for
the catalogue, and refuses them from 2026-11-18. A check's findings stay out of
a condition's summary. The node-engine's validator is vendored at its Phase B
commit, so what is composed is judged by the words the engine takes.
A module's data section says what it keeps and how precious it is; the backup holder's lines,
binding stickiness, retirement on unassign and D13's conditions follow from it, so issue 273's
empty replacement is said and an unassigned module's data is remembered, not forgotten.
The one global 20-character bound made every consumer pay an object
store's key length, even for provisions that keep no name, and a single
overflow refused the provider's whole declaration. An offer now states
its own bound (identity: {max, in} or false); unsaid, a provider told its
consumers keeps 20 and one told nothing keeps none. module check judges
every identity on the longest machine name before merge, and a provider
leaves an overflowing consumer out of its grants and composes, with the
consumer named by push, plan and status (ADR 0225).
Three of novox/hq's group-4 leftovers, one branch.
Issue 173: a module's settings reached every route it contributed, every database it asked for and
every served fact its consumers read — a mail server's site name arrived at the proxy as a route
fact. A setting now overrides a key a contribution or served fact declares and adds none; a file
still merges any key, and a key nothing takes is named as stray instead of dropped silently.
Issue 174: the mesh's own files for a module — its bus credential, its merged config, its bindings —
were placed by the definition under /var/lib/mesh/<module>, 232 host paths in 50 definitions. A
directory may now say `place: "mesh"` and resolves to <root>/mesh/<module>; a directory beneath a
placed one may state its path as `${dir:<id>}/<rest>` and moves with it. The proof test resolves
both catalogues and compares: 48 definitions, no path moved. The controller's own manifest is
converted here; the catalogue in mesh-catalog.
ADR 0155: the installation check moves to registration. `module add` and a build's result both
refuse a definition that names an installation, in the check's words, with the way out; the build
stays recorded.
InstallationProblems judges every value the mesh acts on for a name under a public top-level domain
or a public address, with prose, the world's registries, resolvers and certificate authorities
exempt, and a name a resource means on purpose declared with its reason (names-on-purpose). Run by
module check and a catalogue-wide test, not yet at registration, while the declared list shrinks.
${setting:<key>} fills a file from the assignment's settings and is refused when nothing set it.
A build context may live on the git seat; the request carries the seat's clone base (novox/hq ADR
0112, ADR 0155, issues 122 and 134).
invokes: a manifest word that becomes exactly the publish grant a person's account gets (ADR 0152),
derived by the same composition; refused at parse when it names no tool. module check <file|dir>...
runs what registration runs with no store, for a manifest in any repository (hq issue 148).
