The start composed every kept composition of every module on every node, each a
whole node composed in memory under the node's lock: 10 to 50 minutes at a
start, holding take-ins back. Now the writes of mesh-config_resolved are read
from the durable consumer mesh-controller-config-follow, acknowledged once the
change is composed, so a restart composes again only what was written since
the last change handled, and a first start nothing it did not hear. The node's
lock is taken for each write alone. A consumer that cannot be made or read
raises config-not-followed and is tried again a minute later, cleared once it
reads. The controller's account is granted that consumer's acknowledgements
where mesh-config serves, as its verb is.
Research 072: milestone 2, the composer reacting to the change of an input.
A refused key stays unacknowledged during its delay, so one waiting key on a
quiet mesh raised take-in-stalled, cleared at the next ack and raised again.
The watch now counts the keys the loop settled (acknowledged or refused, as
the bus took them) and calls it a stall only with work to do, keys not
delivered yet or a batch handed and not settled, and nothing settled for 5
minutes: a hung loop stays loud. Its first look always says what it found, so
a stall raised before a restart is cleared once this controller moves. A
consumer not made raises take-in-not-consumed under its own id per bucket,
cleared when that consumer is made. Acks are synchronous, so only those the
bus took count; on stop the iterator is drained and what it held, and a batch
cut by the stop, are refused with no delay.
Research 072: the take-ins on a bounded pull consumer.
The take-in watched the builder's and the indexer's buckets, started a follower
per module that retried on a 30 s timer, and at start took every catalogued
module in alphabetically: on 2026-10-25 a restart took in about 2 modules a
minute, about 190 followers queued behind 16 slots, and every take-in composed
two or three times even with nothing new, so a new build waited 30 minutes and
more for its credential.
Now two durable consumers named mesh-controller-take-in read the indexer's
modules bucket (every module's last trunk value when the consumer is made, then
each write) and the builder's builds bucket (each write), at most 16 keys
unacknowledged each. The bus keeps what is not taken in: the start's look is the
consumers' own catch-up, and a restart costs only what was left unacknowledged.
A batch reads the catalogue once, takes each module in once, and asks the
composer twice: once for its modules' nodes, once for the bus's node with the
grants. A module registered at its trunk whose compositions and grant exist, or
that this process took in at the same trunk, composes nothing; a key delivered
again is taken in whole. A wait for the builder's or indexer's next write is
acknowledged, a wait on a read or a failure refused with a 30 s delay. The
backlog is in status, and a backlog standing still for 5 minutes raises
take-in-stalled. The controller's account is granted the two consumers' acks.
The follower tests go with the followers: twelve tests become three.
Research 072: the take-ins on a bounded pull consumer (milestone 4, done keys
alone) and the start's look composing only what changed (milestone 2).
The try of the on-change mirror failed with every test passed: goroutines a
served test started outlived its serve and met the next test's globals and its
closed stores. Under -race the served tests show it as a race on conditionsFrom
(watchTheMesh writing it while settlingPending, already running, read it), and
a take-in cut by the stop raised fingerprint-not-composed, a kind with no plain
words, which fails the package after its PASS line.
- serve counts every goroutine it and its parts start (serving_group.go) and
ends and waits for them before anything else is undone: the lease's watch,
the pending settler, the status summary, the facts, the mirrors and the new
declared-packages keeper with its two bucket watches, the declaration sweep,
the read-call counter, the watches' closers, the have watches, the vault move
on a report, and the watchdogs, doctor, healers and asker under their own
group.
- The condition store opens before anything that reads conditionsFrom starts;
askerFrom is an atomic pointer, read from the keeper's goroutines.
- A done key's take-in cut by the stop raises nothing, and fingerprint-not-composed
has plain words.
The controller asks no build of anybody (ADR 0501 §5, ADR 0525 clause 6, ADR 0503 §3). Every module of a walk is taken from the
builder's done key; a key not done yet waits, named in the plan, and never fails it.
- C2b/C2c: internal/builder and cmd/mesh-controller's asks go (askABuild, onlyTheBuildersOwn, buildOneAsked, takeIn from an
outcome, buildAgentsOwn, the builder's say and its fallback, the daemon hearing an outcome). The server follows the retired
seats' built subjects only to let go of them, because the installer's carried user list names them.
- C2d: replay, queue, cancel, clear, kill, pause, resume, delivery-check, check-here and merge-gate are refused by name.
- C3: the check queues (CHECKS_READY, CHECKS_OTHER) and their workers, the checks-running and plans-building buckets and
their grants, the build queue and its hold (plans_building.go, queue.go, link/holds.go, builds_nats.go, checks_nats.go).
- C4: merge_gate*.go, the pull request's repo-check path, the Checked event and its layers; a pull request asks the
controller nothing but to tell mesh-config what its head declares.
- C5: the builds bucket is written only by key_takein.
- C10 (help and refusals): the terminal's help lists only what is served.
Integration tests of the plan's tiers, sends, stops and retries now run on a stand-in builder with a done key for every
module (walk_keys_scaffold_integration_test.go); the tests of the asks, the queue, the merge gate and the replays are deleted.

A literal * in a published subject matches the grant's *, so in one shared bucket a node could read every node's files. Each node now
has declaration-files-<node>, which its account reads by name and the controller writes; the sweep judges each bucket against that
node's latest declaration, under the node's lock with the send, and an object the sweep marked is put again by the next send. Putting
that fails send after send raises a condition.
A declaration is one bus message and the control node's passed the limit by 2 KB. The size is checked at every send
against the connection's own limit, with a condition from 90% and a message naming size and limit when over; the
export, 138 KB compact of 165 KB indented, is sent compact.

The tool runner's bus account carried the heard grants, consumer and bind word of every module it runs, and every agent session on that machine reaches the bus as that account, so any session could pull a granted module's consumer on MAIL. Per ADR 0376 §1 the controller now composes a restricted stream's consumer, grants and bind word only for a module that declares runs-as; registration refuses a consumes of a restricted stream without runs-as (§2), and a grant that composes nothing is said in doctor (D-heard) and in the controller's log on every raise and send.

A storm of closures must not spend a watchdog tick, so the read stops at 2000
events and says the count is a floor. A failed read is its own condition
rather than blinding S9, so the controller's own signals are still said. The
controller's fall behind, told to its client and closed by the server, is one
fault, counted once.

The controller heard a slow consumer only on its own connection: the server
says another user's only in its record of closed connections. The bus module
now says that record as events; the watchdogs read the last hour back on every
tick and raise one condition per user and kind, naming the module and machine.
The module check lets the bus module emit, since its tool runner publishes.

A release's own gates held its other sends back for ever; an adopted send
lost what the machine ran before; a kept send could grow a build no gate
passed; a take-over matched by commit alone; a rest that went silent ended
done. The node-engine and the resolver still go one machine at a time, since
a fault that cuts a machine off shows only as silence.
Refusing the whole send wedged a machine whose gate put back the
controller and whose put-back send was refused: every later automatic
send there was refused, retried each tick, and held up every other walk.
A send now composes the controller and the node-engine at the build the
machine was last sent when the mesh's record is older, and carries the
rest; nothing is refused or retried, and a plan whose own build is the
older one ends with its gate superseded. A sent build that failed its
gate is never kept, so the next send completes a put-back. The condition
names the two ways out and clears on any send that carries the record,
a person's push included.
On 2026-10-02 a plan sent the control node a controller older than the one
running there, whose seat row the newer build had widened; the older binary
refused the row and the mesh went quiet for ten minutes. ADR 0185 took the
outage out of it, and the race stayed open.
Every send but a person's push now refuses a move of mesh-controller or
mesh-host to a build asked before the one its machine was last sent (the
builds' registration order, issue 219), whatever composed it — gated or not.
A gate's own put-back is the one exception, for the modules it puts back,
and says so in its send's scope. The refusal is the send's error, which the
plan keeps as its note, and a warning condition on the machine, cleared by
the next send there that carries no such move.

the condition is bucket-or-log-filling. And one stream that cannot be read

still judged (ADR 0297 §6).

The issue tracker's history lasts seven days on the events stream and its
bucket fills toward a cap with no warning (issues 501, 502). A module may
now declare `logs`; the controller creates each as a stream on the bus
(create-or-update, never deleted or recreated, reported when undeclared),
issues it to the owner's assignments in their membership, grants the
runtime exactly the append and direct-read subjects, and raises a
condition when any module's bucket or log reaches 75% of its cap, cleared
below 70%.

A push leaves out a module whose settings do not compose and sends the rest,
which is right, but only plan said so: nfs-server ran nowhere for days while
the operator believed it ran. The self-check now raises needs-operator for a

other cause; both warnings, cleared once the module composes or is unassigned.

Review of #213: the queue is the controller's build queue, not the build seat's,
and the merge check is the pair, so the headline says the pull request's merge
check has not answered.
mesh-delivery now says a head whose merge check started and never answered as a
stalled line in state unanswered. Through the generic delivery words it would read
as a delivery and offer a Stop that mesh-delivery refuses, since no delivery of
the head exists; it now names the checks waited on and what the operator can do.

A module waiting for the operator's secret failed its first-node gate, held
every later walk and was said as 'nothing for you to do'. The node-engine's
new waiting state is checked against the manifest and the secrets given,
read by the gate as a wait for a person, and raised as needs-operator naming
the act. A secret family gives each part its own one-line secret, which the
mesh never makes, so the desk prompt can take each password.

Every merge opened a walk and the next merge of the branch superseded it: two
catalogue merges 18 s apart left a walk no delivery held, and the operator
started it by hand 58 minutes later. A merge now joins the open batch, kept in
the store (migration 0089), which is cut into one walk when no merge came for
merge-window (90 s) or at merge-window-at-most (10 min): one commit per
repository, the latest of its branch, with every file the batch's merges
changed. One walk at a time; a started walk is never superseded, a waiting one
is folded into the next. The walk names every merge it answers on the wire
(delivery.merges, taken_over_by, batch). A failed walk walks its earlier merges
alone, newest first, until one is delivered. A delivery group's order becomes
tier edges inside the walk. plans shows the batch assembling; S18 and S19
bound its waits; S16 names the merges a waiting walk answers.

- commandEnvironment takes the terminal as a bool instead of reading an
empty verb as one; every non-terminal line names its verb and is stripped
of MESH_CLI_TERMINAL, and a test with the mark set in the serving
environment fails when that strip is taken out.
- On the control-node the operator's account is the terminal only from a
login session, as the node-engine reads it from the kernel's cgroup; the
tool runner and the account's user units run as the operator too, and are
ordinary calls. The request carries `session` (field-name tests on both
sides).
- A pull request the forge never announced is named with its number in
the condition's headline (hq issue 347), from the stalled line's
`number`, which mesh-delivery sends.
mesh-delivery now says a pull request on a base that requires the merge
check, with none on its head for ten minutes, as a stalled line in state
unannounced, which D14 raises as delivery.<id>.stalled. No delivery exists
for it, so the generic words — stop it, release it — named an act that
does not apply. It now says the pull request has had no merge check, why,
and that a new commit on its branch is announced and checked.
On the control node every agent ran as the operator's account, which has
passwordless sudo, so an agent could become root without a person (hq ADR
0266). A node now names an agent account at the controller's terminal only;
the agent's module declares it never to become root, the node-engine judges
that, and the self-check (DA) raises agent-can-become-root while it does not
hold, so ADR 0259's router can rest on it.

For 28 minutes on 2026-10-08 every send to the control-node was refused for a new bus build that only a
person's bus upgrade moves, and no condition said so: the refusal lived only in each walk's note, and S3
would have called it lateness after half an hour, in words that named neither the bus nor the verb.
- Row S17, bus.<module>.step-waiting: raised on the first watchdog tick after a walk's send is refused for
the bus, for the operator, naming the machines, what waits, the bus build from and to, since when and
mesh-controller.bus upgrade. It clears once the bus's machine runs the build the mesh holds.
- S3 leaves out a walk held only by the bus's step.
- A change that builds the bus says in its delivery plan and summary (which mesh/merge-gate carries) that
merging it needs a person's bus upgrade, and that nothing else reaches its machine until then.
- TestReplay336 fails on the commit before and passes on this one.

The third review of #170 (hq issue 339): a setting overrides any key a
provider serves, so any caller of the settings verb could move a database's
port, a registry's port or an issuer to a listener of its own and collect
what consumers present. TerminalKeys now derives from the manifest: places,
accesses, every served key and every setting a served value asks for, and
every setting a file marked `trusted` asks for. `trusted` is the catalogue's
word, taken out before the declaration; `module check` warns of a file that
asks for a setting without saying, and refuses it from 2026-10-30. The hand
list is gone. A directory used as found is now its own condition kind, the
operator's, never urgent, and the gate exempts it where it exempts a relogin.
Each verb ran as a process that dialled the bus, so hundreds of short
connections an hour, all named mesh-controller, hid any client reconnecting
in a loop (hq issue 327). D15 now says a user whose connections keep dropping.
