jochen bb1607e424 Say when the mesh is wrong: conditions, watchdogs, the bus's advisories, doctor (hq to-be 45 Phase 1)
Every one of the 48 core failures of research 031 was found by a person
looking; the mesh's answers carried the fact for whoever asked and told
nobody.

- The condition store (to-be 45 §2): mesh-controller_conditions, one key
  per open condition, written by compare-and-set so a person's silence
  and the watchdogs never lose each other's word; every transition kept
  ninety days in mesh-controller_condition-history and said as the
  seat's events condition-raised / condition-changed / condition-cleared
  (the condition at the top level, with event, at, change, why, show),
  offered again while the bus is away. Raised and cleared by observation
  only; a clearing reopened within ten minutes is the same condition with
  its count up, its silence kept. Verbs: conditions, conditions show,
  conditions silence (a hand act, at most a week), conditions history.
- ADR 0224's provider standing is the first kind, provider-failing, held
  by the provider's events; the provider_standing table is no longer read
  or written (left in place: dropping it is the operator's word).
- status leads with the open conditions, urgent first, and says all well
  only with none open; conditions it cannot read are said and not well.
- The signals table compiled in, one watchdog loop over it every 30s: S1
  heartbeat (3 intervals, asleep machines excepted, control node urgent
  after 30 min), S2 report after a send, S3 plan tier, S4 event loop deaf,
  S5 merge not acted, S6 ask lost, S7 call hung, S8 provider silent, S9
  advisories, S10 self-check silent, S11 node tools silent, S13 stale
  refusals; S12, S14, S15 deferred with their reasons. A row that cannot
  see raises probe-failed and clears nothing. A test generated from the
  table suppresses each signal inside and past its bound.
- The bus's advisories (maximum deliveries, a mesh consumer deleted) and
  the controller's own slow consumer and refused subjects, said in the
  mesh's words.
- doctor: the probe registry D1-D10 (D5 deferred) and DW, every five
  minutes, each in thirty seconds; a probe that cannot run is never a
  pass. D1 validates with mesh-host's own validator. Every run ends with
  the doctor-heartbeat event mesh-watcher listens for.
- The controller is granted its new buckets, events, the two advisories
  and $SRV.INFO; the node tools their tools-alive heartbeat. The streams
  and consumers the controller asserts and the ones D6/D7 expect are one
  derivation.

jochen e74c32ed50 Keep calls and hand acts on the bus, answer status at once, record durations (hq to-be 45 Phase 0)
A controller restart lost every call's outcome, `status` composed the mesh
while its caller waited (18.6s live on 2026-10-06, past the 10s window), a
repair by hand left no trace, and the core's bounds had nothing measured to
be set from.

- calls: kept in the controller's bucket mesh-controller_calls (last 1000 or
  14 days, answers bounded to 64 KiB), read by id across a restart; a
  controller starting marks a stopped one's running calls abandoned; each
  call names its caller from the inbox its answer goes to.
- status: the serving controller composes it at start, after news from a
  machine, a build or an acting verb, and every minute; the verb answers the
  last composition at once with when and how long it took. Composing resolves
  each machine once instead of twice.
- hand-act log in mesh-controller_hand-acts: push (required through the seat),
  plans stop/close, broker consumer-reset and the new hand-act record take
  --why/--cause/--condition; `hand-acts` lists them and repeated causes;
  status counts the week's.
- durations (migration 0066): apply (send to first report), heartbeat gap,
  plan tier and build, recorded as heard; `durations` summarises them.
- the controller's seat row takes this binary's definition of its own verbs,
  so the console no longer judges calls against an older build's schema.
- the controller is granted its two buckets' subjects.

jochen f8286c063d rotate: narrow a pair credential to one consuming module (hq issue 268)
A machine runs many consumers of one provision, each with its own
credential. When one module leaks its credential, `rotate <provision>
--consumer <machine>` was the narrowest act and replaced every module's
on that machine, restarting all of them. --module (and the verb's
module argument beside provision) rotates only that module's.

jochen f506fb34ec Let the mesh's resolver seat have several holders on record
musl takes the first reply from any listed nameserver, so a public fallback
beside the mesh's resolver answered NXDOMAIN for mesh names in every Alpine
container (hq ADR 0223). The fix is two mesh resolvers and no public one, which
needs mesh-dns-resolver held on two machines: a seat can now be replicated,
each holder recorded by 'seat <name> --add', checkClaims accepts every holder
on record and still refuses a second holder of any other mesh seat, a holder
answers its own requirement, and a roster fact gives each replicated seat's
holders, this machine first, so resolv-conf can list them. Migration 0062 keys
a holding by seat and assignment.

jochen 106507b1d3 Show and change the build queue through the controller, and have plans follow it (hq ADR 0219)
Nothing showed what waited for a build machine, and an ask could not be
dropped without leaving the plan that made it waiting for ever. New verbs:
queue, cancel, clear, rebuild, replay, kill, pause, resume, and plans retry.
Every ask a person drops is recorded failed through the same take-in as a
failed build; a plan keeps the id it asked each module under and matches
its outcome by it. replay is a dry run unless registered, and registering
an older commit than one registered since needs --older (hq issue 207).
A plan waiting on a seat paused on every holder says so and is not late;
a failed plan can be retried, and a rebuild joins the plan holding the
module instead of running beside it.

jochen 01c5ab2aab Hold every kept archive by a manifest so the store's collector keeps it (hq issue 253)
The store's garbage-collect marks only from manifests, and archives were
published as bare blobs, so the first real collection would delete every
archive the mesh keeps. PublishArchive now puts a deterministic OCI holder
manifest (empty config, one layer) beside each archive; the sweep holds every
kept archive before it lets anything go, which backfills existing bare blobs,
and lets go of an archive holder-first. A forgotten module no longer keeps its
five recent builds (ADR 0189). `collection [--json]` reports kept archives
held/unheld and what may be let go, so the dry run can be lifted on evidence.

A dry run of an unreviewed branch was heard by the daemon like any build, registered, and its
definition reached a machine (novox/hq issue 240). The mark now travels with the build and the
daemon records, registers and plans nothing for it.

jochen 10f948e970 A module depends on the node seats that apply its resources (hq ADR 0207)
Seed node-package-manager and node-container-runtime. Derive each module's
dependencies from its declared service, package and container resources;
judge them over the node's whole set, exempting the foundation. Refuse at
assign (several modules may go on as one act) and at unassign of the last
holder; report at composition in status, behind one switch.

jochen 9745c1ab31 An older build request never replaces a newer one's artifact
Builds of one module in flight together finish in any order, and the mesh
took whatever it heard last as what the module is: RegisterModule overwrote
the module's manifest unconditionally, and Held/BuiltAgainst/ReadRepositories
ordered builds by when they were recorded. A postgres build asked before the
mesh-tools runtime fix finished after the one asked after it, and the next
push deployed the stale image (novox/hq issue 219).

A build is now ordered by when it was asked, read from the build-<nanos> id
the controller writes: build.asked and module.built_asked (migration 0055).
A registration from an earlier request than the module's current one is
recorded and refused as superseded. A plan takes as its outcome only a build
asked at or after its own ask, so an earlier plan's leftover build cannot
settle a later plan. Ids of any other shape keep the old order.

jschoubben fbc3d320ea A take acts on the preview it showed; a setting is judged where it is stored; a kept network and a minted secret are said (hq ADR 0163)
take ends its preview with a digest and --yes names it, as the flip does; a
changed preview or an account older than the flip allows is refused. A module
the machine holds nothing for has nothing to compare, and --yes suffices. A
published port's reach is said as the machine reported it. Every secret the
module holds on the machine is listed with where it came from, and one the
mesh minted for a service whose data was found refuses unless --mint names it.

One judgement of a module's settings against its definition, in the catalogue:
settings set refuses what cannot compose or reaches nothing, naming node,
module, layer and key; Compose leaves out a module whose definition moved
under a stored setting, the envelope says so (left_out), plan and push say it
by name, and the machine is told everything else. A stray setting no longer
refuses the whole machine where it is read (issue 096).

The per-machine setting networks keeps a found network for a taken container,
on an adopted machine only; the container's declaration carries it and the
preview names it (rule 4).

jschoubben 3ca1f5d26a A plan sends what it waits for
A tier whose module a later tier is built by waited for the machines running it to report after the
build — and relied on the catalogue's moved event to send them. A rebuild from the same source commit is
not a move the catalogue announces: the build machine rebuilt for a controller change kept its commit,
nothing sent it, and the plan waited on a report that would never come (2026-10-01, 19:45Z). The plan
now sends the machines running a gated module once, records when, and waits for the reports after that.

jschoubben 73a34cc0a7 A take is a comparison: the preview, its refusals, the strays, and the policy said at build (hq ADR 0163)
The host now reports, for every held thing, the facts a take compares; the controller keeps them, and
take puts them beside what the module declares — the found image and its age against the declared one,
the found networks and who else is on them, ports and mounts, a found file's difference from the
declared content — and refuses a downgrade without --downgrade and a differing file without --replace
<path>. Without --yes the comparison is printed and nothing is taken. node show lists the facts and
the strays the machine reports. build and the daemon's take-in say when a module's policy rolls the
result out at once. The own-secret refusal points at the provider form for a required secret.

jschoubben 09b636e628 The plans verb: what the last merges produced and where each stands (hq ADR 0162)
The mesh's seat answers plans — the recent plans with their tier, what each waits for and since when,
or one plan whole given its id — so the console reads a merge's progress where it reads everything
else, instead of a person reading the daemon's log.

jschoubben a69a832248 A merge produces a tiered plan the mesh keeps (hq ADR 0162)
A module's dependencies are one relation in the catalogue — stands-on, packages, built-by, declared —
answered by one call. A merge takes what moved and everything reachable from it, sorts the set into
tiers (a code dependency in the same tier, a build dependency after its base is built, a runtime
dependency after the build machine is built and running; the build machine's own base comes first,
built by the one that runs), writes the plan to the store, asks the first tier and returns. Every
outcome advances the plan; a ticker advances what outcomes cannot; a controller replaced mid-plan
resumes it. status lists open plans and names one that has waited too long.

jschoubben cf84117638 A pin names the module as well as the node; a node that answers twice is refused
A provider is a (node, module) pair (design 23), and the pin — the one way a
consumer names its provider — named only the node. Two modules on one node
can both answer a provision (public-acme and step-ca both offer acme-ca on
novox), and then the resolver, given a pin naming that node, took the last
provider listed: a coin flip. The same ambiguity beside the consumer was
settled by a map walk — random per plan — which is how novox's own
route-proxy got its issuer (novox/hq #258).

- `pin <node> <provision> <from-node> <module>`: both halves, always. The
  console gains `pin` and `unpin`. The provider may be on the consumer's own
  node, since two modules beside it can both answer.
- The resolver refuses ambiguity instead of picking, across machines and
  beside the consumer alike, naming every candidate as node/module and the
  form of the pin that settles it. A plain capability that grants nothing
  and serves nothing (three shells beside an editor) is not a choice to put
  to anybody and stays as it was.
- provision_pin gains a nullable module (0050); records made before are
  completed where the node they name answers once, and left for a person
  where it answers twice (0051).
- The provider of something already satisfied is looked for among what was
  assigned, not only what the walk has reached — a consumer reached before
  the provider beside it no longer loses its binding.
- The start-time check that every declared verb is runnable samples each
  verb's required arguments from its schema instead of three guessed keys.

Live consequence: a node that has two providers of one bound provision
assigned (novox: acme-ca) resolves only once pinned —
`pin novox acme-ca novox public-acme`.

jschoubben 076e0ae259 A build is taken in where its outcome is heard, and the build tool answers at once (issue 176)
The console's `build` tool answered "no build machine answered within 0s", handed a forge path to
git as written, and a build heard afterwards was recorded and never registered: recording and
registration lived only in the waiting caller, and the tool did not wait.

Now one function takes a build's outcome in — records it, parses the manifest, refuses a definition
naming an installation, registers the module with its source as the seat and path the request
carried — and both the waiting command and the daemon that follows the role's `built` event call
it. `build --wait 0` asks and returns with the id; `builds --log <id>` follows it. The seat verb
says `--self` for a repository given without a scheme.

jschoubben 2882b5fcb1 A module may invoke tools, and a manifest is checked where it is written
invokes: a manifest word that becomes exactly the publish grant a person's account gets (ADR 0152),
derived by the same composition; refused at parse when it names no tool. module check <file|dir>...

jschoubben e5c2eb20f2 A token is an account on the bus, and genesis can place the list
novox/hq 04-ISSUES/146. The composed user list names an enrolment user for
every machine with a live token and nothing minted a credential for it, so the
composer left it out as a user with no password — and every enrolment since the
mesh moved to this bus was refused before the mesh heard of it. The comment
above the issuing code already said the account is created before the token is
handed over; now it is. Recorded rather than minted, because the token's secret
is the password.

And 'broker accounts', which composes the same list the declaration carries and
writes it to standard output. For genesis, where no declaration can reach the
machine running the bus because that machine is not yet a node. It says what it
composed; whoever is raising the machine places it. A control plane that wrote
the file itself would have to learn where the bus keeps its configuration and
how to make it reload, which is the module's knowledge.

jschoubben 54812306be A machine says which networks it routes, and its filter forwards them
The derived filter denies forwarding by default and then allows the container
runtime's two default pools, named in this code with a comment saying a machine
configured otherwise needs to say so -- and no way to say it. So the filter was
right on a machine using the defaults and silently wrong on any other.

Measured today: flipping a workstation to the derived filter cut egress for five
of its container networks and for every network its test beds create, because
those come from ranges the defaults do not cover. Nothing reported a fault; the
guests just could not reach anything, while the machine reported it had applied
what it was told.

A node-level fact beside the public domain, because the machine routes them and
the module that loads the filter may be replaced. Added to the defaults, never
replacing them. Their guests also keep address and name service, without which a
network does not work at all, and the converge preview now says what a machine
routes instead of leaving it to a sentence about what it cannot preview.

jschoubben 5a963aec10 A version prepares its state before it runs
The mesh derives the preparation from the module's own resource instead of each module hand-writing
a step beside it (novox/hq ADR 0135). A manifest says one word — `prepares` — and the mesh runs that
module's own program in its preparation mode, in the module's own context: the same image, the same
environment, the same mounts, because it is the same code. A published port and a fixed address are
taken away rather than copied, since the version being replaced still holds them.

One word for every kind of module: a Go binary receives `prepare` as its argument, a bundle receives
it through the runtime whose entry takes the same word. The control plane answers it like anything
else — its own schema stops being a special case, and its hand-written step is gone.

jschoubben 525f10b858 A merge on the forge builds what it moved, bases first
The controller follows the forge's merges (novox/hq 04-ISSUES/131). For each
module recorded as built from that repository and branch it records the move to
the merge commit and builds it — bases first, because a module built before the
module it stands on is built against the old one and reports success, and a base
that fails stops what stands on it. Nothing is pushed here: what a finished build
does to the machines running the module stays the upgrade's decision.

Two more things the same ordering gives: `build --behind` builds bases first, and
`build --on <module>` rebuilds everything that stands on a module — the rebuild a
changed base needs, which "behind" does not see because their sources did not
move.

jschoubben 497f8ea567 Merge main: the trunk renamed the seats and made them data
Both branches changed the seat set from the same starting point, so every number
collided and every `mesh-*` name existed twice. The trunk's numbers and names win:
this branch's records became 0129/0130 and its migrations 0037/0038, and the
hardcoded rename map gave way to the trunk's `seat_alias` table — a rename is a
row now (ADR 0122), not a recompile.

Three of my checks were wrong and the merge is what showed it:

A seat with an empty protocol is a marker, not an incomplete declaration. Most
node-scoped seats are markers — which module is this machine's packet filter —
and refusing one refused most of the set, the showcase module included. A
mistyped field name is already refused by the parser, so an empty protocol was
written as one deliberately.

A claim on a seat this manifest does not declare is not the parser's to judge. A
module may hold a seat another module declared; that is the whole reason ADR 0126
has callers name the seat and not its provider. Whether the seat exists is a fact
about the catalogue, so the refusal is at registration, where every declaration
is in view.

And a seat may share a name with the provision it delivers. `git`, the npm
registry and the artifact store still do, because renaming a delivering seat
cascades to every consumer requiring it, with a window where a holder stops
resolving mid-flight. The trunk deferred exactly those three on purpose.

Full suite green against a real NATS and store.

jschoubben dded086b54 rollout check: whether this mesh could move its bus, and what is missing
The rollout moves every node at once, so there is nothing to inspect afterwards and no
half to roll back — either the mesh was ready or it was not. That makes the readiness
question the valuable half: it costs nothing, it can be asked of a mesh that is serving as
many times as you like, and every answer is a thing somebody can go and fix.

It reads from records and dials once. Is a bus answering, does a machine hold the seat, has
that machine been sent the composed user list, does every machine have a credential for the
new bus, does every module that speaks. Each missing thing names its own next step, because
"not ready" that cannot be acted on is not an answer — and this is read at the point where
the next step is irreversible.

**A machine with no credential is the one that must stop it.** It keeps running and cannot
come back, and afterwards there is no bus to tell it anything over, so the remedy has to
happen first. The message says so.

A module that never reaches the bus is not counted as missing a credential. A third of the
catalogue never speaks, and listing those would bury the ones that matter.

`rollout --confirm` refuses and says why: the move is not being written before its check has
been run against a real mesh. And the plan it prints says the old broker stays — it remains
an ordinary provider of `amqp` for whatever else uses it, which on this installation is a
whole automation layer that has nothing to do with the mesh. This move is not its retirement,
and that is why it is survivable: what breaks if it goes wrong is the mesh's ability to
change things, not the services its modules serve.

jschoubben 6da9a5478b Seats keep their former names, so a rename breaks nothing (ADR 0122, phase 2)
Phase 1 made the set data; a rename still broke every reference to the old
name. This adds the stable identity: a seat's canonical name changes and its
old name becomes an alias that resolves to it forever. SeatNamed and the holder
and display matching resolve a name (former or current) to its seat, so a
manifest's claim, a held record, the git-seat lookup and the build machine's
embedded set all go on working unchanged after a rename. seat_alias table
(migration 0035), inventory Aliases/RenameSeat, openInventory loads them, and a
'seat rename <from> <to>' command does the whole thing — one operation, no
rebuild, no re-registration, no freeze. Behaviour-neutral until a seat is
renamed. Validated against postgres.

jochen 97448194ac Seats are a closed set, a seat's holder answers for what it delivers, and a build source may live on the git seat
Implements novox/hq ADR 0110 and 0111.

The seat set lives in internal/catalogue/seats.go: fourteen seats, each with a scope, what occupying
it delivers, and the record that made it one. A test asserts the count and a decision per entry, so
changing the set means finding the argument, as the host's vocabulary test does. The first set is
every seat already claimed — including the-private-network, which the network module claims from a
manifest composed in this repository's code, not from any module.json — plus npm-package-registry
(ADR 0109) and git (ADR 0111). A test parses every catalogue manifest and this repository's own and
fails on any refused claim, so closing the set refuses nothing in use.

ParseManifest now refuses a claim on a seat the mesh does not define, a seat claimed at another
scope, and a delivering seat claimed by a module that does not provide what it delivers. A
malformed claim is refused once, for being malformed.

Resolution: among several providers of a mesh provision, a pin still wins; then the holder of the
seat that delivers it; then the only provider; otherwise refused as before. ADR 0009's "never
guessed" holds — the seat is the choice made once, mesh-wide, rather than a pin per consumer node.
A provider now carries the module it came from, because a provider is a (node, module) pair and the
pair is what tells a holder from a neighbour on the same machine.

The planner's second pass is now given the first pass's holdings. Without them, a node consuming a
seat-delivered provision was refused there, and a refused node's own claims dropped out of what the
mesh holds — letting a second holder of one of its seats pass unrefused.

`seats [--json]` lists every seat, what it delivers, and each holder, derived from assignments
every time and never stored. Unheld seats are listed. A stored claim outside the set — possible
for a manifest registered before the set closed, since stored manifests are not re-validated — is
shown rather than hidden.

`build --self <owner>/<repo>` builds from a repository on the git seat's holder. The clone URL is
composed at build time from the holder's node and what it serves for git; the recorded source is the
path and the seat (migration 0032), never an address, so a moved forge changes nothing recorded.
Nobody holding the seat refuses self-hosted builds and says so; external URLs are unchanged. An
address passed with --self is refused rather than recorded as a path.

Replaces three foundation tests that defended the builder's carried package binding. The catalogue
removed that binding when the builder began requiring the registry through a real grant, so the
tests were already failing on main; they now assert the builder requires what the npm seat delivers
and carries no copy of its own, and that the forge holds the npm and git seats.

Verified: go vet clean; the whole suite passes against a throwaway Postgres (make postgres), the new
inventory tests included; gofmt clean apart from cmd/mesh-builder/stdout_test.go, which fails on
main too.

jschoubben 973cda5d76 ask: the control plane calls a module's tool and prints its answer
A module serves tools under an account scoped to exactly that, and nothing else in
the mesh held an account that could ask one. The control plane does: ask publishes
on the RPC exchange with a private reply queue bound under its own name, checks the
correlation, prints the answer, and exits non-zero for a tool that answered with an
error or a module that never answered (novox/hq 04-ISSUES/049, ADR 0095).

jschoubben e140ed5d0b An operator key, a second seal on every own secret, and the vault keeps the export
novox/hq ADR 0085, amended: the mesh's root secrets — the store's superuser,
the broker's administrator, every secret a module holds for itself — were
sealed to a node key and nothing else, so a lost node took them with it.
Now the mesh records an operator's public sealing key and seals every own
secret to it as well, minted or accepted. The private half is written once
by `operator key new` to a file the operator keeps off the mesh; the mesh
holds one more blob per secret that it cannot open.

`secret recover` opens a secret with that key, to a 0600 file, from the
store or from an export; `secret export` writes every operator-sealed copy
as ciphertext. A module that `keeps` (the vault) is handed that export as a
declared file on its own disk, so recovery survives the store.

Secrets made before the key exists have no operator copy and are said so —
the plaintext was discarded — until each is issued again.

jschoubben c3b88b9148 Rename mesh-control -> mesh-controller, substrate -> foundation
One name per thing, per the HQ glossary: the module/container/image/binary/repo
becomes mesh-controller, the seat the-controller, and the store+broker pair the
