A build heard and recorded and not registered kept its refusal only when a
plan was open or the plans were held. A tier's first failure fails its plan,
so later refusals were lost; a Retry then settled those builds built from
their records, sent the modules' old versions and reported the plan done.
A build without a readable manifest never reached its plan at all.
Keep the refusal in the store and the process whatever the plans' state, and
fail the asking plan by the build's id when the module is not known.
Issue 1713.

R4e, resumed at tier 1 after a stop of five hours, named ace and shanks silent within seconds of tier 1's send: the
walk judged each machine on every send it had made it, tier 0's of 00:23 too, held against tier 1's templates, and
measured the bound from it. A send carries the whole declaration, so the last one is what a machine is judged on.
The resume kept the tier's entry of before the stop, so the plan read waiting for 5h48m. And plans retry refused a
walk failed only by the gate's silence, though its machines had since applied.

The settle read the say from the builder's bucket while the ask read it through
builderSaysReferences; where they differed (a test's say against a bus with no
bucket) a module was handed back and taken from its key again at every turn,
and the look's loop never ended.
They push and answer each reference, so a key they write themselves can never
carry their own delivery; until R4g build-agent delivers them as it does the
builder.
R4e's own delivery plan waited for ever in tier 1: the controller took every
module but build-agent's own from a referenced builder key, and only R4e's
builder and build modules, delivered by that same plan, write references.
The builder now says so in its bucket of instances; until it does, a walk asks
build-agent as before R4e, and an open walk waiting on a key the running
builder cannot reference is judged again at the next look.

The check's floor of free space reads the disk the test runs on, so
every mesh-controller check failed while its build node had under
20 GiB free, whatever the change (seen in the try of issue 1773's fix).
The replay stubs the free space, as internal/builder's tests do.
ADR 0520 narrowed after its review: mesh-tools-go builds from its own
directory on a pinned base and has its key from mesh-build-image, and
mesh-tools-python is no module, so the set is named, not derived from
the toolchain bases.
The builder writes no key of build-agent or of the toolchain bases its
builds stand on, so a walk moving one would hold its tier for ever.
Until R4g they are build-agent's own, as the builder's module is; the
bases are read from the toolchains, not copied.
With the hand rebuild gone, a retry of a plan failed past the bus's bound
read the waiting modules while the plan still said failed, named none,
and answered "asked" with nothing after it.
A new controller's grants reached the bus only after its gate, so the
buckets it newly writes were refused until then. At start it now sends
the bus's machine the user list alone, every build there kept.

A held merge was asked again by the rule of a first merge, which finds nothing once a sibling module of the
same merge registered, so it stayed held forever; and a second refusal in a merge already held fell through to
a failed build. The hold now keeps a list of module, path and word, a refusal in a held waiting merge joins it,
and the delivery of build-agent asks each held path again on the merge's Approve warrant.
