R4e's own delivery plan waited for ever in tier 1: the controller took every
module but build-agent's own from a referenced builder key, and only R4e's
builder and build modules, delivered by that same plan, write references.
The builder now says so in its bucket of instances; until it does, a walk asks
build-agent as before R4e, and an open walk waiting on a key the running
builder cannot reference is judged again at the next look.
ADR 0520 narrowed after its review: mesh-tools-go builds from its own
directory on a pinned base and has its key from mesh-build-image, and
mesh-tools-python is no module, so the set is named, not derived from
the toolchain bases.
The builder writes no key of build-agent or of the toolchain bases its
builds stand on, so a walk moving one would hold its tier for ever.
Until R4g they are build-agent's own, as the builder's module is; the
bases are read from the toolchains, not copied.
A build or check failed now and then on 'Could not resolve host:
novox.internal' between clones that resolved the same name, and its
whole delivery failed with it. A clone whose lookup failed reached
nothing, so it is cloned again with a growing pause for up to 60 s,
each retry said in the build's log as the resolver not answering;
past the bound it fails saying so. Any other git failure fails at
once, as before. Covers a module's own clone, an artifact's context
and a check's repositories.

mesh-catalog #434 runs the nats server as the upstream image named in module.json (ADR 0497) and
deletes modules/nats/Dockerfile, so the check failed opening it. The manifest's upstream nats
artifact is read first; the Dockerfile only for a catalogue from before the move (the captured copy).

The registry push tags the image a second time, so removing only the build tag freed nothing.
The held image a comparison pulls goes after it is read, and a node under the floor leaves the ask
to another build node instead of taking it and failing.
A full / made every check on shanks end 'store never became ready' with the reason erased by --rm.
Builds now remove their local image tag, narrowed source and context clone; a build or check
refuses under 20 GiB free on / and the workspace, saying so; the throwaway store is no longer
started with --rm and a store that does not come up reports its exit code and last 20 log lines.
The controller tells mesh-config what a pull request declares, asks the approved held values with each check, and the build agent and merge gate lay them over the change's composition only: a key the trunk does not declare yet can then be approved before the merge (ADR 0502).

A bundle is built only from its module's directory (ADR 0480 clause 4), so the proxy leaves
examples/ and the controller's internal/broker; the broker keeps no second copy of what the
proxy shares with mesh-sdk. The image and its Dockerfile go, and a test holds that only
build-agent declares one (clause 11).

The loop now lets go of and binds queues around every ask, so Close takes the lock the loop does;
the busy machine's test says it holds no pull, and the stray test keeps its long check alive
within its two-second ack wait.
A check pending redelivery is read before the let-through fetches (none is handed back);
a deleted module is done for the plan's key; the queue an ask came from is let go of when
it ends. Tries say they run under their own id.
A message that reaches a builder's subscription outside a fetch was held unheartbeated for
the whole run of another ask, behind which a delivery waited (issue 1747). The queues the
running ask did not come from are let go of and bound again after it.
ADR 0483: the controller keeps a key per plan in its build phase; holders read it and
take no new check while one is there, but for the oldest check past 30 minutes, one
at a time by a let-through key. The queue says why checks wait.
