Part of novox/hq issue 628 (the catalogue's part is novox/mesh-catalog, branch fix/628-modules-declare-every-package-they-need).

The resolver (checkResources) and CollisionRefusal's messages already follow ADR 0303: several modules may declare one package; only one declaring it present and another absent is refused. Four comments still stated ADR 0210's retired rule that two modules declaring one package collide, and an agent took them as the rule on 2026-10-13. Comments only; no code changes.

What stays exclusive, as the comments now say: a path, a unit, a name (what a module owns, ADR 0210's one owner of a tool's configuration, ADR 0303 §4), and a package declared present by one module and absent by another.
