Fixes novox/hq issue 629.

On 2026-10-13 four pushes through the seat ended at "sent g14 400 resource(s)" and the like: the seat ran push <node> --wait 0, so no call ever said whether the machine applied what it was sent.

  • A named push through the seat now runs with --wait 2m0s: waitForApplied stops at the machine's first report for exactly that declaration and the call's record (calls) ends with <node> applied it, <node> refused what it was sent: <reason>, or the failed resources.
  • A failed apply now names each failed resource with the machine's words, not only a count.
  • The caller is still answered before the push starts (answersFirst, issue 265), so the wait holds nobody. A sweep (--behind) still does not wait.
  • Bound: send plus wait stays inside the five-minute handler bound (the send took about two minutes today with four pushes at once).

Tests: the three argv tests that pinned --wait 0 now pin --wait 2m0s, and TestActsDoNotBlockTheCall also checks that a named push answers its caller first. go test ./... passes locally on novox (Go 1.27.1, from dev-tools, issue 626).

Acceptance: mesh-controller.push for one machine, then mesh-controller.calls for its call within three minutes, says finished and ends with that machine's applied, refused or failed answer.

The seat ran `push <node> --wait 0`, so a push's call ended at "sent" and nobody learned whether the machine applied it. The caller is answered before a push starts (answersFirst, issue 265), so waiting holds nobody: the call now waits up to two minutes for the machine's own report and keeps it, applied, refused with the machine's reason, or each failed resource with its error.

The operator's rule: a wait is never hard-coded, at most a default is configured. The push verb takes `wait`; without it the controller's setting `push-wait` (module default 2m) applies; a setting that cannot be read waits for nothing, as a push did before, and says so.
