Issue 867: a mesh-host change and a mesh-controller change that need each other could not both pass their own merge checks. Builds ADR 0382 clauses 1-4 and 7 (accepted, operator approved 2026-10-16).

  • Siblings: asks mesh-delivery's groups once per check (member_details, from novox/mesh-catalog fix/867-group-siblings); keeps open members into a base of the same name in a repository read beside the check, never mesh-lab. No answer, or an older mesh-delivery: siblings_unknown, said in the verdict.
  • Each sibling is read beside the check at its head merged onto its base; an unclean merge fails naming the sibling and files.
  • Judge: a controller sibling's merge, built in the isolated judge environment and cached by content of all its inputs; validator from the member, a mesh-host sibling, or vendored.
  • Verdict: siblings, siblings_unknown, judge_from; the forge module writes the status mark.
  • A pull request with no sibling: request byte-for-byte unchanged.
  • TestReplay867 fails on main (host repo-check reads the trunk's lock; controller does not build: undefined: validate.More) and passes here.

Review: independent Opus review, 2 rounds, APPROVE at this content (local d86e47b6; pushed as one commit, tree 7f59fed9 equal). Group: same branch name in mesh-catalog and hq. Either merge order is safe: the forge's new rule reads only verdicts that name siblings.

A mesh-host change and a mesh-controller change that need each other could not both pass their own checks: each read the other at its base. The check now asks mesh-delivery for the group's open siblings into a base of the same name, reads each at its head merged onto its base, builds the judge from a controller sibling's merge in the isolated judge environment keyed on its inputs, and names the siblings in the verdict. With no answer from mesh-delivery the verdict says it could not learn them; a pull request with no sibling is checked as before. TestReplay867 replays the failure.
