Issue 914: since feature 57's catalogue release, every mesh-controller pull request fails mesh/repo-check: the catalogue tests parsed manifests without the list of predefined keys (ADR 0348 §7) and composed manifests without the template text a build reads back (ADR 0349 §2); the forge tests lacked the public domain that ${bound:route:name-web} needs.

  • ReadTreeManifest (internal/catalogue/predefined.go): the merge gate's own sequence — ReadPredefined, ParseManifestWith, WithTemplatesFrom — used by both test packages.
  • catalogueResolved: attaches the templates archive's texts as the gate's stand-in build does.
  • The bar test is narrowed to what the controller still owns for a moved bar (it places blocks through the collected form; fails if not). Rendering every example moved to the provisioner side: issue 915.

Reproduced on main a20680df against mesh-catalog main 3db85a0 (12 failures and a panic); with this change go test ./internal/catalogue/ passes against the catalogue's main and the captured copy. The resolver test in cmd/mesh-controller needs the store and runs in the merge check.

Independent review (larger model): APPROVED at c860426c, including a mutation check that the narrowed bar test still fails when the bar places no blocks.
