Issue 900, ADR 0394. Adds the seat node-files beside node-reads, with its verbs (write, copy, move, delete, trash, restore and the reads), the holder rule (the node's operator account, §2) and the owned-paths word the holder is given (§5). The seat count goes to 45; node-reads retires in a later delivery.

Group feat/900-node-files with mesh-catalog (the holder module mesh-files). Built and reviewed locally (independent review, larger model) before this push; unit tests pass against the catalogue branch of the group.
