Fixes issue 925 (design 57 K5, issue 664; ADR 0348 §8).

Live 2026-10-16 16:31: move-config with confirm was refused by the bus: Permissions Violation for Publish to "mesh.seat.mesh-config.call.config.controller". Nothing was set or emptied.

  • VerbsTheControllerAsksTheConfig names mesh-config's config, the one verb move-config and the settings forward ask.
  • Principal.AsksTheConfig is composed from the records (mesh-config's holder serving it), like AsksTheVault; vaultVerbsOf now calls a shared servedOf.
  • The caller-named publish grant sits beside the vault's.

Test: TestTheControllerMayAskMeshConfigInItsOwnName (not built on main; passes here): granted with a holder serving config, not otherwise, not in another's name, not in genesis.
