Delivery group feat/quiet-deliveries (ADR 0505, problem messages during deliveries): mesh-controller, mesh-catalog and hq.

  • A walk's start and end name the machines whose declaration its merges change, marked declared (§2).
  • A delivery that needs a new head is worded as its author's, with no Stop action (§5).
