Issue 1126 (note 16), blocking: mesh-controller main 2c638234 pins mesh-sdk e78e881 (#103's head), which lacks the delivery seat's settle (mesh-sdk #102). mesh-catalog main claims settle for mesh-delivery-gate since the delivery-records merge, so main's TestModuleCheckPassesTheCatalogue fails: "mesh-delivery-gate claims mesh-delivery and says it serves settle, which that seat's protocol does not promise". #475 merged after its check had failed on exactly this.

Pin-only: go.mod, go.sum (regenerated), testdata/beside/CAPTURED now name mesh-sdk main f178323 (both own and settle); conformance/ is unchanged between the two.

Piece of the research "The controller, NATS-native" it moves: none; it repairs the catalogue check.

The kind, met twice tonight (issue 1126 note 16): the controller judges claims against its own pinned sdk's seats, so a merge adding a seat verb breaks this main until a repin. The thorough fix is queued there for the operator's word.

Tests: the failing test passes against mesh-catalog main f0f7b673 beside it; full unit suite, go vet -tags integration, go mod verify pass.
