DLV-B4: the builder hears the four registry seats' published, refused and removed, and keeps its floor waits in the state floor-waits

Each outcome is a seat event <seat>.<event> on the shared events stream (the
lead's ruling of 12:4x), heard on the builder's events consumer through its
consumes; the subjects are mesh-contracts'. A restarted builder takes its
floor waits in again, so its silent sources' events still wake them;
builder_floor_waits reads them.
