The assigner's add-node test writes no lease: since the removal group the assigner reads none and its bed has no lease bucket
The enrolment's issue waits for the lease write itself (ADR 0587 §4); the assigner takes an add-node on its warrant at any time (ADR 0567 §8). (issue 774) Claude-Session: https://claude.ai/code/session_01NcbgfJ9Gum47zkFKWRaovL
