jschoubben 72da51a10a The node-engine seat's manifest-reads answer and event come from mesh-contracts' nodeengine contract, judged by their reader (ADR 0618 §3, §4, issue 774) 
The contract carries no checks, so sdk/enginereads judges the layout's version, the node, each capability, the reason and the times. The local replaces of mesh-sdk are gone: the lead pins mesh-sdk and mesh-contracts at the join.

jschoubben e41666d846 mesh-delivery-view: node_manifest_reads lists what each node's engine reads by asking the node-engine seat's verb of every node at once, each bounded, naming a node not served or away with its record's reads (ADR 0618 §3, issue 774)

jschoubben e68a47886f sdk: the reference forms a build keeps and holds by, and the keeper of what each node's engine reads, shared by the assigner, the builder and the view (ADR 0618, ADR 0624, issue 774) 
Logic only mesh-delivery's parts share, so it is mesh-delivery's and not mesh-sdk's (ADR 0593 §1, ADR 0608 §5). Tested through the assigner's and the builder's rows (the test budget). mesh-sdk is pinned by a local replace to the group's head while developing.
