Issue 774 (L3), kind of issue 1585.

L3's group check (d9a0e4aec26c) failed on ace, novox and shanks: "mesh-delivery-checker claims "mesh-delivery-checker", which is a seat in the mesh's own namespace that it does not define (ADR 0121)". The check reads the running assigner's composition verdict (checker main.go:172-186, compositions.go:24-79), which composes with the assigner's own mesh-sdk (pass.go:454-455, 489): 77b48a4 predates the seat (mesh-sdk go/catalogue/checker_seat.go, since 8eafc0c).

This release moves only the assigner's pin to 76f7c4d (mesh-sdk #127's head: L3's sdk 8eafc0c and the seed fixes). The live assigner takes in: the seats mesh-delivery-checker and node-engine (no module on mesh-catalog main claims node-engine), and the issue 1126 seed fixes (held-as-today, the brief's 'stays as today'). L3's #105 pins the assigner to the same commit, so it merges cleanly after this.

Quick vs thorough: quick (this): a release ahead of L3. Thorough (issue 1585): the check composes with the group's own mesh-sdk; too large for tonight, noted on 1585.

Tests: assigner go build, go vet (+integration tag), go test pass.
