Design 47 R4c-3, its second delivery, one group with mesh-catalog's pull request on the same branch name (the build modules declare the toolchains state and the streams this reads).

Issue 1459 (ADR 0469 §5): an artifact whose lock file the merge did not carry has no Locks entry, in TypeScript and Go alike; the case a lock is needed and missing is refused at the build module's fetch.
Issue 1444, the watching half (ADR 0465 §2): the indexer reads mesh-build-go.toolchains and mesh-build-node.toolchains, joins AgreedToolchain per language, and recomputes the new-form fingerprints in the module graph's order with no merge; the builder input is mesh-delivery-builder's fingerprint (its own builder is build-agent's today-form fingerprint until R4g), so values follow R4c-4; a merge writes each module once with its final value; a build module's toolchain.reported event makes the indexer watch its bucket, with no timer.
