Delivery 1 of design 47's release (group fix/774-new-words-first with mesh-sdk, mesh-catalog, mesh-host, mesh-control). Pin-only: the five modules that parse manifests on the check and delivery path pin mesh-sdk 78c9ec8 (main + parse-only commit). No code change. Unit and integration suites green at main's code (assigner 77, indexer 99, checker 157, builder 95, grants 1).

Pin mesh-sdk 6e4a301 in the checker, and hold that the change's own failing test ends its level, as that sdk's build asks do (issue 774, issue 1289) 9b60eda451

Pin the parse-only mesh-sdk 78c9ec8 in place of 6e4a301, so delivery 1 changes nothing but what a manifest may say, and keep main's checker test as it is (issue 774)
