Rule 8 (MissingProvisions) waits only for what catalogue.Awaited says the composition keys; Module.Answering is the placed providers. The assigner pins mesh-sdk 6c5a8ef. Table rows replay grafana/oidc-client, grafana's route, mesh-build-go/go-toolchain, the forge account, a handed module's database.

Group fix/one-rule-for-provisions (mesh-sdk, mesh-delivery, mesh-catalog), issue 774 and L6 (issue 1954). The lead merges once mesh/check and mesh/delivery-group are green AND mesh-catalog #570 (the provisioner client takes a plan with no templates) has reached every node: this group's mesh-provisioner writes route-only plans the old client would report failed. mesh-sdk first.

Wait in rule 8 only for the provisions the composition keys (issue 774) 83391dba1b 
Rule 8 asked a key for every `requires`, and the plans key only a handed module's needs and what a helper answers:
grafana waited on ace for oidc-client, which the controller still makes, and mesh-build-go for go-toolchain on its own
machine, for ever. MissingProvisions now takes catalogue.Awaited, the one rule the plan composition and mesh-provisioner
key by, judged against the providers placed somewhere.

Quick fix: drop the missing-key check. Thorough fix (chosen): the shared rule in mesh-sdk, so the three parts cannot
drift again. Needs mesh-sdk at 30098229b831.
