view_reach answers one module's delivery reach #136

mesh-delivery-view.view_reach gains an optional module argument beside repository: the answer holds only that module and its holds, so one module's delivery reach can be read in one call (the whole answer overflows mesh_call; on 2026-11-02 the lead read it through jq by hand all night). Without it the answer is unchanged. Read-only: no manifest, state, consumes or mesh-sdk change.

Also the operator's proof (2026-11-02) that a change is delivered with the controller unassigned (playbook 08).

Tested locally (GOWORK=off): gofmt, go vet, go vet -tags integration, the module's unit suite (three new rows in TestModuleToolAnswersTheStoredValue, failed first) and its integration suite (cmd/mesh-delivery-view, 20 s) pass.
