Issue 1577, part 2, checker member of the group fix/1577-checker-refuses-binaries (with mesh-sdk and mesh-catalog). Pins mesh-sdk at the group's head; mesh-sdk merges first.

The checker refuses a change that adds a binary in any commit base..head, and says which file, which commit and its size; an old module's note says the case loudly.

Quick fix: a .gitignore line per repository. Thorough fix (chosen): enforced in the checker for every repository.

Tried: try-1793041728356815083 passed (unit 191, integration 201).

Checker fails a change whose fetch reports a compiled program, and warns when a build module reports none: build output kept getting committed (issue 1577) 1a4c788ed7

A check judged by a build module that reports no programs says so in its status line, still passing: the refusal did not run (issue 1577) dc9d65524d

The captured clean fetches carry the programs a current build module answers, so lines asserted whole do not warn (issue 1577) 820c458f4c
