jschoubben 78fedabeb1 mesh-grants: own the bus's composer, so a change to who may say what rebuilds only the grants part
ADR 0593 §1: buscompose's engine moves from mesh-sdk into mesh-grants/internal/buscompose, its golden
user lists unchanged; the controller's raise and assert code is left behind, and the merged switch
test runs inside the part's whole integration test.

// Package buscompose is the bus's composer: who may say what on the bus, as the user list and the server configuration
// the bus loads, derived from the mesh's records (Users, WithPasswords, ComposeAccounts), with the grants, streams, state
// and logs it composes them from.
//
// **The grants part's own** (novox/hq ADR 0593 §1): moved here from mesh-sdk's buscompose at abf5eac, where only the
// names and shapes other modules read stay. Only the grants part composes the user list, so no other module links this
// code. It is pure: it names subjects and holds no connection to the bus (the part's scan in grants_test.go holds it so);
// the controller's raising and asserting of streams, buckets and consumers is not carried over, since the controller
// ended (ADR 0590). The golden lists in testdata are the ones mesh-sdk's copy composed, byte for byte.
