jschoubben 88a9d19b4f DLV-B2: a package is numbered under its name in its ecosystem, read from the indexer's packages state
The builder numbers, asks the floor of, records and tags a package under the name the indexer's series key names for
its <module>/<artifact> (a Go module path, an npm package name; design 32), so builder_versions answers the holder's
question by the name a registry seat publishes it under. A package the state names nothing for, or a state not readable,
is built unnumbered and said; the rest of the claim is numbered.
