The check builds no artifacts and no changed base before its dependents; build_change.go now says only that they are composed from their manifests.

The check refuses a change whose module graph has a cycle and names it, worked out from the catalogue as the change leaves it; a cycle the trunk already has among the same modules is said, not the change's failure (ADR 0603 §2)
