The controller says every walk it keeps as plan-moved; a controller raised

jochen 2fb7c91eaf Check the node-engine's changes against every machine before they merge (hq ADR 0237)
merge-check.sh runs the suite, then builds the controller the mesh runs with this change's
validator in place of the one it vendors and runs the merge gate: a change to the node-engine
that would refuse what the mesh sends today fails its pull request, naming the machine. The
installer's first user list lets the controller say a check's verdict and hear a pull request's
head, as the controller now composes it.

The controller says a rollback as rolled-back and asks the bus machine's backup holder
for a snapshot before the planned bus step; the installer's first user list must grant
both, or a fresh mesh's controller is refused the first time it uses them.

jochen 6e1bcdbde4 Say again what was last applied when the mesh asks (hq to-be 45 Phase 3, the report verb)
The controller's healer H1 answers a send that went unreported by asking the
machine first: a report lost on its way (issue 264) needs no second send. The
node-engine now hears mesh.node.<self>.ask.report on core NATS and enqueues a
reconcile whose account is said whether or not it is news; a delivery waiting
meanwhile is applied and reported instead. The answer is an ordinary report on
its own subject, so the node publishes nothing new and answers nobody's inbox.

The genesis lock grants the controller the healer-acted seat event, which it
now composes; the genesis test in mesh-controller holds the two equal.

jochen bbe74f3fc2 Grant the genesis controller its lease and the secret-replaced event, and not what the machines say (hq to-be 45 Phase 2)
The controller now composes a publish grant for its lease bucket
($KV.mesh-controller_lease.>), which it must write before it acts, and for
the seat event secret-replaced (hq ADR 0228, mesh-controller #82); and it no
longer publishes mesh.control.>: a machine's report has one writer, its
node-engine, and the writers table refuses a second at composition. The
installer's first user list must say what the controller derives, or a new
mesh's first controller is refused its lease and serves without one.

The controller now composes a publish grant for
mesh.seat.node-intrusion-prevention.tool.banned.*, which D8 asks every
machine; the installer's first user list must say what the controller
derives, or a new mesh's first self-check is refused it.

jochen 6953b5bafd Say the heartbeat's interval, export the host's validator, grant the genesis controller Phase 1 (hq to-be 45)
The controller's watchdog of a machine's heartbeat (S1) is bound to three
of its intervals, and a bound the controller guessed would not move when
the interval does: the heartbeat now carries interval_seconds.

Its self-check (D1) must judge every composed declaration as the host
does, and a second validator written from the host's rules would drift
from them: the host's own parsing is exported, unchanged, as
github.com/novox/mesh-host/validate.

The installer's first user list grants what the controller now composes
for itself: its condition buckets, the condition and doctor-heartbeat
events, the bus's two consumer advisories and $SRV.INFO — or the first
controller would be refused them until the broker's machine is pushed.

jschoubben c670bef4e1 The first user list lets the controller publish assignments and hear its seat's tools
The controller's own composition (mesh-controller internal/broker, 2026-10-01)
publishes memberships into the assignments stream after each push and
subscribes to its seat's tool subjects; the list the installer carries did
not say so, and a controller on it is refused on the first thing it tries:
"Permissions Violation for Publish to mesh.assignment.novox.builder" (hq #251),
which is why every build asked through the console was lost. The controller's
test that compares the two (TestTheInstallersFirstUserListIsWhatTheControllerWouldCompose,
run with this checkout beside it) named exactly these two subjects, and passes.

jschoubben 971a6d6d03 A first node gets as far as its own bus: three faults on the way
novox/hq 04-ISSUES/146. Each was right while the mesh ran on the previous
broker, and nothing has raised a foundation since it changed.

The bus's certificate is made by the program that needs it rather than by
openssl inside the broker's image — the bus's image is Alpine with a shell and
no openssl, so the step exited 127 and no mesh could be raised. Self-signed as
before and on purpose; --user 0:0 because the volume is root's and the control
plane's image runs as nobody.

Enrolment no longer opens a raw TLS connection to check the pin: NATS speaks
its own protocol and upgrades afterwards, so the handshake met a plaintext
greeting. The client that presents the token carries the same pinned config
and verifies inside its own handshake, so the secret still leaves only after
the certificate is checked. The raw dial stays as what its tests prove, and is
no longer a path anything takes.

And the token says which bus it is for. Empty meant 'whatever the mesh runs
today' while two buses existed and became a refusal the moment one did.

It now stops at the bus's user list, which is the genesis half of 146.

ADR 0134), and the first user list is what permits it. Kept in step with the controller's own
composition by the test that reads this file.

or a mesh raised from nothing refuses its own first ask. Kept in step with the controller's

Two things the controller's own composition now derives and the installer's
carried list did not: the delivery subjects of the controller's consumers, and
JetStream enabled on the account — without which the first bound consumer is
refused. Found live on a mesh moved rather than raised; a fresh genesis would
have met both at first start.

jschoubben 6a3435629e A foundation template that raises the mesh on the bus being built
The same twelve steps, with the difference that matters: the mesh composes its own user
list and at genesis there is none, so this carries the first one — the controller's
account at a bootstrap password, rotated with the store's and replaced by the
controller's own composition from its first start.

The server's settings and the user list are separate files in one directory. Separate
because the settings belong to whoever raises the server and the users belong to the
mesh; in one directory of necessity, because an include path resolves relative to the
including file's own directory, so an absolute one sends the server looking underneath
that directory and it refuses to start.

No `verify` in the TLS block. That makes the server demand a client certificate and
nothing in the mesh presents one — a host pins this server's exact certificate and
authenticates with a password.

The controller's permissions here are checked against what the controller derives, by a
test in its own repository reading this file. They are two statements of one fact, and a
template that granted less than the controller needs would produce a mesh that comes up
and is refused on its first act.
