A guard after the empty files of the R6 switch (issue 1944): the node-engine refuses an apply that would write a whole-owned provisioner file empty, and names the files, instead of writing 0 bytes. The node's own composition's failure line now names it as such instead of an empty fingerprint.

Delivery group fix/r6-node-composition: mesh-sdk, mesh-controller, mesh-host, mesh-delivery, mesh-catalog.
