The lab's genesis helper demanded modules/mesh-controller/module.json in the catalogue before running the installer; whole-mesh-full's copy list and the README said the same. The catalogue no longer holds it (mesh-catalog MR on the same branch name) — the control plane's manifest comes out of the build the installer runs (mesh-host MR, ADR 0069).

Proven: genesis-single green from this branch. Unit tests 149/149.

Note: branched off main, not off feat/beds-read-the-catalogue (#41). #41's harness recognises the catalogue by distribution/module.json (fixup pushed there), so the two merge in either order.

The control plane's manifest comes out of the build the installer runs (novox/hq ADR
0069, 04-ISSUES/072); the catalogue no longer holds a copy, and a bed that demanded
one would stop a genesis that is about to succeed.
