jschoubben	09a5eb5783	Delete PlacementProposalChange.BeforeLease: the assigner no longer keeps the controller's assignments in step ... It said which placement changes waited for the lease write while the assigner called the controller's assign, unassign, pin and unpin (ADR 0567 §8). Since the assigner calls no controller verb (774/S25), nothing reads it. Test: its table in TestPlacement goes with it.
