Delivery group fix/1126-switch-safe with mesh-host and mesh-delivery. Issue 1126 (L2 of design 47).

• The stub of a folded or refused module keeps its directories, so an own secret's path (nats' ${dir:mesh-state} on novox tonight: 'nats declares no directory mesh-state') resolves as on the controller's path.
• Support for the node agent's run-bound composer (compose returns nothing once its context ended) and the transient-error classification.

Tests: frombus rows (an own secret at ${dir:state}/token failed before with the same error). No new test functions.

Review: round 1 found nothing in mesh-sdk; round 2 APPROVED.
