Delivery group fix/ace-tun (mesh-sdk, mesh-catalog). Issue 1126 note 68: de-spiegel's image build failed on ace with 'pasta: Failed to open() /dev/net/tun: No such device', the second time on ace (photos before); ace runs kernel 6.18.54-2-lts whose module files an upgrade removed, so tun cannot load until a reboot.

  • buildstep: Puller.Eligible func() string, judged in CapacityDetail like build hours: a reason makes the effective capacity 0, said as '0, not eligible: (otherwise ...)'; running steps finish, no new ask is taken.
  • delivery: Capacity.Ineligible, part of the capacity record.

Quick vs thorough: thorough (every build module can say why its node cannot build, instead of failing each ask).
Tests: rows in the build-hours table of capacity_test.go; go vet and go test pass.

image asks and failed each one; judged ineligible, its capacity is 0 with the reason, as build hours
are, so the asks go to a node that can build them (issue 1126 note).
