The seat mesh-placement and its contract (ADR 0567): seven verbs, the assigner's states placement (64 revisions), proposals, candidates and pulses (key-ttl), candidates keyed by proposal, the proposal and its events, Intended/JudgeAnswers moved into compose/judge (silence judged by a pulse key's expiry, no timer), node agents granted read of the seat's placement and candidates and their stream-created advisories, the placement ask kind, build capacity as an integer per node (default 0, DefaultCapacities and ParseCapacity gone), build hours as one window, node-names on the check job, and the repository path deleted (placement-seed, forge placement files refused).

Issue 1126, ADR 0567, delivery 1 of 2 (grants first). Its group member is mesh-delivery feat/1126-grants-first (mesh-grants pinned to this head), so the bus loads the node agents' new grants before anything reads the seat's states. This branch is feat/1126-placement-seat's head 38dbe1d under the group's branch name.

Tests: unit 1682 (was 1683), integration 42 (was 42); both over budget, a standing finding.
