Design 47 milestone L3, first release (L3a), issue 774, ADR 0601 clause 3. Group feat/l3a-waits with mesh-delivery.

  • The contract gains the manifest verdict waits (VerdictManifestWaits), the fields it waits on (Unknown), and Waits/Held/WaitsOn/AsRefused; TakeManifestVerdict, Why and Same hold a wait like a refusal.
  • A module's value keeps the form an older reader decodes (verdict refused, the fields in Unknown); only the indexer's verdicts state names waits.
  • The watchman's finding kind manifest-waits.

Tests: rows in TestAManifestVerdictIsTheContractReadersTake; each fails without its change.

A manifest whose judge does not know a field has the verdict waits, held like a refusal by every reader (ADR 0578); in a modules value it is written as a refusal naming the fields, so a reader pinned before holds it too
