Give each asking of a merge ask its own id, and add the have phase removed (issues 1370, 1369) #47

Fixes issue 1370; half of the delivery group fix/r3e-before-the-gate with mesh-host (issue 1369), delivered before design 47's release R3e.

  • delivery.Ask gains Asking; AskingID(askKey, asking) gives each asking of one group at one heads its own router id (asking 0 or 1: AskID(key); n >= 2: the AskID form of key.n); Ask.check binds the id to the asking and refuses a negative one. Why: the router drops an ask whose id it already holds (messenger asks.go:487-489, ended asks kept 30 days), so the gate's re-ask at unchanged heads would never reach the operator (R3e review finding G2).
  • PhaseRemoved (removed) among the have phases, written by the node-engine for a module its applied declaration no longer holds (issue 1369; ADR 0450 §6 as corrected).

Tests: go/delivery TestAskingID, TestAskChecksItsAsking, TestHaveRemoved. Try build-1792459293134081520 passed (unit 201 tests 1.04 s of 2 s; integration 217 tests fresh).

Hardening found in review, not here: issue 1371.

mesh/delivery-group group fix/r3e-before-the-gate delivered: every member is delivered
ba684e5497
The router drops an ask under an id it keeps as a redelivery, so a gate that writes the same group's ask again at unchanged heads was never heard. Ask gains Asking; AskingID gives the first asking the old id and later ones their own. PhaseRemoved lets the node-engine say a module left its node.
