Design 47 R4c-5a, mesh-sdk alone, ahead of R4c-5b (mesh-catalog + mesh-delivery on feat/r4c5-checker), as ADR 0484 §1 and ADR 0482 §7 order it (an SDK layout ships before its users until R4e).

  • Issue 1671: the builder's shared parts move into go/delivery/buildrun (Caller, Steps, Runner, PresenceSet, ToolchainSet, HaveSet, Places/ParseCapacity, ChooseNodes, Agree, GoBuildModule, NodeBuildModule) with their tests; mesh-delivery's builder switches to them in R4c-5b.
  • Issue 1672: delivery.LevelResult.Skipped, Verdict.Composition (not-run, pass, fail), Verdict.OverBound, with check() refusals and old/new reader compatibility.
  • Issue 1673: CheckerOwedBucket mesh-delivery-checker_owed (context mesh/check only) and the status contexts as a closed list (merge-gate, delivery, delivery-group, repo-check, check); PreviewsBucket and Preview (key .<head>.), with Conflicts for a head that does not merge (1445/AC5, 1680 amended); the header of checker.go corrected (ADR 0484 §2).
  • Issue 1674: buildstep.MergeInto, the check merge's identity and flags (mesh-controller check_merge.go), a conflict an answer; and buildstep.ModuleTrees, the module-tree code both build modules would otherwise copy.

Tests: unit per issue (fake runners), real-git integration tests of MergeInto. Try build-1792610516088822694 passed (unit 1518 tests 0.70 s of 2 s; integration passed). Note: until issue 1758 moves the TypeScript package out of the repository root, this merge also rebuilds the 41 TypeScript modules (identical bundles).
