Design 47 milestone "checks under 5 minutes", one delivery group with mesh-catalog and mesh-delivery (branch feat/fastcheck).

• go/buildstep: WithMirror and UpdateMirror: a bare mirror per repository in the build module's own cache, used through git alternates (a plain file, no symlink) for fetches and merges (issue 890 C1, ADR 0536 §2).
• package version raised to 0.1.16, so the builder does not refuse a second, different 0.1.15 (issue 1899).

Try try-1792757825244322010 passed (unit 1685, integration 1725, 2m2s).
