Issue 1937 (critical): the builder's done keys name artifact blobs the store's nightly garbage-collect deleted, because only the controller's take-in or sweep holds a blob and these keys were never taken in (about 100 modules). Since mesh-controller #451 their take-in is refused, but nothing builds them again.

This member declares, on the controller seat's contract, the verb held (references in; held, gone or unknown per reference) and the event artifacts-gone (said when a take-in is refused because blobs are gone), plus the shared answer layout in go/delivery/held.go.

Group fix/1937-done-key-blobs: mesh-sdk, mesh-controller, mesh-delivery. Nothing the operator sees changes.

The store's nightly collector deletes every bare blob no manifest names, and a done key the controller never took in holds
nothing: node-tools, mesh-host and the forge bridge kept done keys naming blobs that answer 404. held lets the builder ask
before it reuses a key; artifacts-gone is said when a take-in finds a gone blob. delivery/held.go is the shared contract.
