After the R6 switch the node-engine wrote provisioner-filled files empty on three machines, because a node's own composition could not carry filled paths (issue 1944). A node's own composition may now carry filled paths (never data), and a composition naming a whole-owned provisioner file with no content that it does not say is filled is refused.

Delivery group fix/r6-node-composition: mesh-sdk, mesh-controller, mesh-host, mesh-delivery, mesh-catalog. They go together; the provisioner client's new build refills every emptied file.
