ADR 0547 clause 7/8 (accepted by the operator 2026-10-25), the bridge: the bus node applies the controller's user list by itself, so a new account or grant reaches the bus without the operator's hand step (needed three times on 2026-10-25; twice it left a part crash-looping on a grant not yet loaded).

  • delivery.Have gets an optional user-list field (UserListWritten: source, revision, wanted, digest, users, at, error).
  • SameHave compares it by value, so an unchanged list is not written again.

Group with mesh-host's PR of the same branch name; this merges first (mesh-host pins this head).

Checked: go test -race and go vet -tags integration; try-1792961503854413438 passed (unit and integration levels). No top-level tests added (subtests).

Say in the bus module's have the user list its node wrote alone, so the bridge of ADR 0547 §8 reports what the bus loads (issue 1945) f63fa86c74
Compare the have's user list by what it says, so a have is not written again for the same list (ADR 0547 §8)
