Issue 1945, a kind met three times on 2026-10-25: a delivery part exited at start when the bus refused a bucket it could work without, so a grant not yet on the bus stopped the whole part (the builder of mesh-delivery #48 on KV_mesh-delivery-gate_source; the assigner of #49 on its puts, which stopped every want for 3 minutes).

go/process/buckets.go: BucketOpener, EssentialBucket and EssentialErr (the error names the bucket and the grant it needs), OptionalBucket (logs what is not heard and until when, keeps running), NotWatched (a watch the bus refuses is treated as a refused open). Every error is treated alike: not found, permission, timeout, context.
In process because that is where a part opens its states; the delivery parts already import it.

Group with mesh-delivery's PR of the same branch name (its seven parts use these helpers and pin this head).

Checked: go test -race and go vet -tags integration in go/process; try-1792963001631452395 passed. No new top-level tests (a subtest in TestReadAccountRefusesAFileMissingAField).

The delivery builder exited twice on 2026-10-25 for a bucket the bus
refused at start, though it could build without it: a grant reaches the
bus with a delivery, so a refusal at start is often only a grant not
there yet. EssentialBucket stops a start naming the bucket and its grant;
OptionalBucket and NotWatched say what is not heard and go on. Here so
the seven delivery parts take one copy, not seven.
