Live regression fix. The toolchain image installs node-tools' dependencies from this package.json with a range; with the file unchanged, Docker reused the cached install layer and the image kept SDK 0.1.3 after 0.1.5 was published. Bundles copy their dependencies from that image, so the relaunched nftables and fail2ban bundles (seat registered first) served their seat's verbs as their own tools, and node-packet-filter.* / node-intrusion-prevention.* stopped answering on g14, ace and shanks. Requiring ^0.1.5 states what the runtime and bundles need and invalidates the cached layer. Bundles are rebuilt after the image.
