Milestone L3 of design 47, one delivery group on branch feat/l3b-bus with mesh-sdk, mesh-delivery and mesh-catalog; node-tools pins mesh-sdk b7abe203a929.

node-tools' manifest says tool-runner (ADR 0601 §4).
The TypeScript runtime code that called the old catalog module's tools is removed (ADR 0604).
