Contains PR 223's commits (design 34 implemented, as-is 13, issue 147 verified) — merging this makes 223 redundant; merging 223 first is also fine.

  • ADR 0154 + design 33 in progress: the twelve verbs of the mesh-controller seat, the three prerequisites built (mesh-controller PR 166, mesh-tools PR 21).
  • ADR 0153 + design 35: the records module reads this repository where it is written (mesh-catalog PR 183); as-is 07 rewritten to a mesh that keeps no store; ADR 0025 and design 15 point at it; issue 006 built and waiting on its live check.

Merge order for the code: mesh-controller 166, then mesh-tools 21, then mesh-catalog 183. I will do the rollout and the live checks after, then flip designs 33/35 to implemented and resolve 006.
