A want marked put and held stands while its put is not heard: the rules give it back only on a put heard released, so a start before the puts are open moves no node (ADR 0546 clause 5)

The puts' watch never gates the assigner's first pass: it is not waited for at the start, and one that ends before it handed what stands only stops the puts (ADR 0546)
