Two things, both for a clean start on the runtime work.

Design 38 — Building the operator's machine. The work of design 37 broken down the way design 28 broke down the bus. What exists is measured first: the host needs no change, since a process and an archive are what the runtime and a bundle already are (343 and 185 lines, applied today); the runtime (~1 700 lines) already does the job for one module and must do it for a list; the controller gains one principal per node and the composition of a process and the bundles' archives. Then the order and eight packages, each ending at a proof on the live mesh: WP1 the runtime serves many modules (mesh-tools); WP2 the controller composes one runtime per node (mesh-controller, four commits: node principal, bundle delivery, the runtime's process, the gate); WP3 the runtime is a module and the console is its serving mode; WP4 the packet filter moves first, the live proof of ADR 0175; WP5 the shell on a server; WP6 the service manager on a workstation. WP7 (the graphical seats) and WP8 (settings) are named and not broken down. The lab is skipped by the operator's decision, with ADR 0149 cited and the cost stated.

ADR 0175 collision. Main carries two records numbered 0175: one tool runtime per node (merged in #293) and the found front end is uninstalled once a machine is converged (merged minutes later via #294). cycle.py refuses main as it stands. Per its own rule the branch that landed last renumbers: the found-front-end record becomes 0180 (0178–0179 are claimed by #286 and #295), with a dated note in the record; design 08's citation follows; the index is regenerated. Nothing else cited it by number.

Note on #286: its ADRs 0176–0178 collide with 0176 and 0177 on main and with #295's 0179; it needs renumbering before merge.
