Opened from the ADR 0190 switch on 2026-10-03: the merge's plan rolled the new build machine (pulls) before the new controller (which defines the worker as pull), onto a bus whose worker was still push. The build machine restarted on "cannot pull subscribe to push based consumer", the old controller kept asking the new controller's build on that worker, and nothing took it; there is no verb to run a module's previous build, so a person ran the previous image by hand. Two smaller faults recorded with it: a 2026-09-28 credential without claims, and a container that restarts on its env file but not on its credential. Same gap as 201, from the holder's side.
