The operator chose option 2 for issue 223. Genesis keeps raising the controller as a container, recorded under the resource the controller's process replaces. The first push then hands it over to the process. This is a bounded exception to ADR 0188 §1 that lasts only while a new mesh is being created. Issue 223 moves to located. Checks records, cycle and index pass.
