What. On the operator's Approve of a settings proposal (ADR 0277), the warrant now sets the layer and opens a settings walk (cmd/mesh-controller/settings_walk.go): a walk of the release kind (PlanRelease.Settings, kept in the plan's release JSON, no schema change) whose order is every machine running the module that the layer reaches (the named machine, or all for a whole-mesh layer), the control node last. No machine running it: no walk, and the warrant's words say there is nothing to send.
Each step:
waits while another walk judges a gate on that machine (judgingIn);
stops the walk, failed, when the send would move a running module's data (ADR 0217 §3), naming push <node> --move <module> (settingsDataMoves, composed as the send composes);
sends the machine the layer alone: sendJudged under keepingBuildsForSettings (recorded_kept.go), which keeps every module there at the build it was last sent, whatever its policy. A record build (betterbird) stays held; a build waiting for a gate, or held after a failed release (ADR 0236 §24), is not released by it;
judges the module there at the first-node gate (judgeMoves with the module as a judged pair), then the next machine.
A machine not heard from is skipped and named; a walk that reached no machine ends failed, never delivered. A failed gate stops the walk, keeps the layer as approved, and names the machines not sent. A failed settings walk does not hold back the backlog's release (releaseBacklog skips it); an open one makes it wait. The walk's start and end are said on plan-moved (ADR 0308), so the messenger tells its end ("Delivered: betterbird on g14, in 1m", or the failure with why).
The ask's explanation and its Approve option now say the layer is set and sent at once to where it reaches, each machine judged, every build kept, and that its end is told as every walk's is; settings propose answers the same. No push is named. A walk that cannot be opened fails the act loudly, with push <node> as the hand remedy. settings set by hand opens no walk.
Why. Issue 641: proposal s09bf8c99da7ac8b9 (betterbird, calendar.alarms.showmissed false) was approved on Telegram at 16:13; the layer was set and nothing sent. ADR 0277 §18 kept the push a separate act. ADR 0344 (proposed, needs the operator's Approve) changes that.
Not here. Betterbird reads prefs only at its start and declares no service, so restart-on does not apply; a running Betterbird keeps the old values until restarted: issue 643 (mesh-catalog modules/betterbird).
Tests (settings_walk_test.go; they fail on main: the identifiers do not exist, and the ask test alone, run on main, fails every wording check):
TestAnApprovedLayerOpensTheWalkThatSendsIt (store): terminal settings set opens none; the warrant opens one with the right order; a layer nobody runs opens none; an unopened walk fails the act
TestAFailedSettingsWalkStopsAndHoldsNothingBack (store): the layer stays; a waiting build is still released
Run locally on g14 (niced, no race): gofmt clean, go vet ./...; go test of ./cmd/mesh-controller/ and ./internal/inventory/ against a throwaway PostgreSQL 17 pass on the head; the rest of the suite passed on the first head (cmd/mesh-builder flaked once under load, passed on rerun; untouched).
Overlaps.#202 (issue 383) rewrites the same ask sentence in proposals.go into the Details; whichever merges second rebases (keep onApprove()'s wording). #303 (issue 630) removes whole-mesh module layers; settingsWalkOrder handles both.
**What.** On the operator's Approve of a settings proposal (ADR 0277), the warrant now sets the layer and opens a **settings walk** (`cmd/mesh-controller/settings_walk.go`): a walk of the release kind (`PlanRelease.Settings`, kept in the plan's release JSON, no schema change) whose order is every machine running the module that the layer reaches (the named machine, or all for a whole-mesh layer), the control node last. No machine running it: no walk, and the warrant's words say there is nothing to send.
Each step:
- waits while another walk judges a gate on that machine (`judgingIn`);
- stops the walk, failed, when the send would move a running module's data (ADR 0217 §3), naming `push <node> --move <module>` (`settingsDataMoves`, composed as the send composes);
- sends the machine **the layer alone**: `sendJudged` under `keepingBuildsForSettings` (recorded_kept.go), which keeps every module there at the build it was last sent, whatever its policy. A `record` build (betterbird) stays held; a build waiting for a gate, or held after a failed release (ADR 0236 §24), is not released by it;
- judges the module there at the first-node gate (`judgeMoves` with the module as a judged pair), then the next machine.
A machine not heard from is skipped and named; a walk that reached no machine ends **failed**, never delivered. A failed gate stops the walk, keeps the layer as approved, and names the machines not sent. A failed settings walk does not hold back the backlog's release (`releaseBacklog` skips it); an open one makes it wait. The walk's start and end are said on `plan-moved` (ADR 0308), so the messenger tells its end ("Delivered: betterbird on g14, in 1m", or the failure with why).
The ask's explanation and its Approve option now say the layer is set and sent at once to where it reaches, each machine judged, every build kept, and that its end is told as every walk's is; `settings propose` answers the same. No `push` is named. A walk that cannot be opened fails the act loudly, with `push <node>` as the hand remedy. `settings set` by hand opens no walk.
**Why.** Issue 641: proposal s09bf8c99da7ac8b9 (betterbird, `calendar.alarms.showmissed` false) was approved on Telegram at 16:13; the layer was set and nothing sent. ADR 0277 §18 kept the push a separate act. ADR 0344 (proposed, needs the operator's Approve) changes that.
**Not here.** Betterbird reads prefs only at its start and declares no service, so `restart-on` does not apply; a running Betterbird keeps the old values until restarted: issue 643 (mesh-catalog modules/betterbird).
**Tests** (`settings_walk_test.go`; they fail on main: the identifiers do not exist, and the ask test alone, run on main, fails every wording check):
- `TestASettingsWalkGoesToTheMachinesTheLayerReachesTheControlNodeLast`, `TestASettingsWalkWaitsWhileAnotherWalkJudgesOnTheMachine` (pure)
- `TestTheAskSaysAnApprovedLayerIsSentAtOnce`
- `TestAnApprovedLayerOpensTheWalkThatSendsIt` (store): terminal `settings set` opens none; the warrant opens one with the right order; a layer nobody runs opens none; an unopened walk fails the act
- `TestASettingsWalkSendsOneMachineAtATimeEachJudged` (store)
- `TestASettingsWalkSendsTheLayerAloneEveryBuildKept` (store): every send under the keep; a waiting rolled-out build kept at c1
- `TestASettingsWalkStopsBeforeADataMoveAndPassesOverAMachineAway` (store)
- `TestAFailedSettingsWalkStopsAndHoldsNothingBack` (store): the layer stays; a waiting build is still released
Run locally on g14 (niced, no race): gofmt clean, `go vet ./...`; `go test` of `./cmd/mesh-controller/` and `./internal/inventory/` against a throwaway PostgreSQL 17 pass on the head; the rest of the suite passed on the first head (cmd/mesh-builder flaked once under load, passed on rerun; untouched).
**Overlaps.** #202 (issue 383) rewrites the same ask sentence in `proposals.go` into the Details; whichever merges second rebases (keep `onApprove()`'s wording). #303 (issue 630) removes whole-mesh module layers; `settingsWalkOrder` handles both.
Design: novox/hq#346. Fixes issue 641.
mesh/merge-gate head e324f5d82162 merged into trunk 6f1a05366c1d — pass: builds build-agent, mesh-controller → ace, g14, novox, shanks; no bus step; every …
The warrant set the layer and left the push as a second act nobody took: the
operator approved a betterbird change on Telegram and nothing reached g14.
Now the warrant opens a settings walk: the machines the layer reaches, one at
a time, the module judged on each at its gate, its end told once through
plan-moved. The ask and the proposer's answer say so instead of naming push.

A judged send carries what waits on its machine, which would have released
builds held after a failed walk without a person's word. The settings walk
now keeps every build of its machine, refuses a send that would move a
running module's data, and never says delivered when it reached no machine.

tier 1: build-agent
ace: receives build-agent
g14: receives build-agent
novox: receives mesh-controller, build-agent
shanks: receives build-agent
build-agent keeps data (ADR 0233): what it holds is backed up before it moves
grants step: if this changes what the bus's user list says (a new tool, subject or user), novox is sent that list alone, every build there kept, before build-agent is judged on its first machine
read by no module's build: cmd/mesh-controller/settings_walk_test.go
Run by the build seat on novox as build-1791903374200877480 (builds --log build-1791903374200877480).

modules the change moves:
- mesh-controller (changed)
machines:

- holds mesh-dns-resolver (idt): composes
- holds git, holds mesh-artifact-store, holds mesh-broker, holds mesh-catalog, holds mesh-delivery, holds mesh-dns-resolver, holds mesh-store, holds mesh-vault, holds npm-package-registry, the control node, the hub (ygcyr): composes
- a machine (yvbpsm): composes
a merge would rebuild 2 module(s) in 2 tier(s): build-agent, mesh-controller

Independent review of issue 641 under ADR 0344 (accepted, operator-approved, v8).
Checks at this head: mesh/merge-gate success (PASS, 4 of 4 compose; modules build-agent, mesh-controller), mesh/repo-check success (merge-check.sh passed), mesh/delivery success (ready: waits for its merge). No mesh/delivery-group status is set on this head. Locally (niced): go vet ./... clean; go test ./... all ok. Without MESH_TEST_POSTGRES the five store-backed settings-walk tests SKIP locally (TestAnApprovedLayerOpensTheWalkThatSendsIt, ...OneMachineAtATimeEachJudged, TestAFailedSettingsWalkStopsAndHoldsNothingBack, ...TheLayerAloneEveryBuildKept, ...StopsBeforeADataMove...); the three store-free ones pass. The repo-check ran the store.
What holds:
No held build slips through. settingsKeptOn makes recordedKept keep every module the machine was sent, rolled-out and recorded alike, core included (recorded_kept.go:111-118, 141-156); a kept build missing from the records or an unknown last send refuses the send (recorded_kept.go:124-128, 189-192). sendJudged's scope lets ungatedIn pass the judged machine, but withoutKept removes the kept moves, so nothing ungated moves; busHeld (ADR 0236 §36) still refuses. The grants step keeps its own grantsOnlyIn check.
Data moves: settingsDataMoves composes as the send does and heldMoves fails the walk naming push <node> --move <module>, the later machines named not sent (settings_walk.go:180-195). Nothing is moved.
A failed settings walk is skipped when releaseBacklog looks for a failed release (release.go:650); an open one makes the automatic backlog walk wait and refuses a person's release with a clear reason (release.go:619-622).
Away machines are skipped and named in the delivered note; a walk that reached nobody ends failed; controllers go last (settings_walk.go:43-58, 168-221).
The ask and the Approve option say it is set and sent at once, each machine judged, builds kept (proposals.go:184, 193-196, 534-543); settings propose no longer names push.
Findings, none blocking; I suggest one follow-up issue for 1 and 2:
(medium) The settings gate has no To and no Carried (settings_walk.go:200), so judgedCommits (gate.go:715) is empty and supersede detection never fires: the GateSuperseded branch (settings_walk.go:237-242) cannot be reached. Merge walks and the backlog walk see another walk only through walkedBy (release.go:194-210), which reads only Carried, so they can send a machine while a settings gate judges there. The settings gate then judges the module from that later send's report. A new build of that same module, or a broken one beside it, is judged as the settings walk's result (issue 352's shape, without a put-back). Sends are never concurrent: advancePlans holds the plans and holdNodes holds the machine. Fix: give the gate To/From = the module's kept commit on that machine, so a crossing send supersedes it.
(low-medium) A permanent send refusal (machine's last send not known, kept build gone from the records) returns an error each tick (settings_walk.go:196-198). The walk stays open, 'tried again'. While it is open, releaseBacklog opens no backlog walk and refuses a person's release (release.go:617-627), until a person ends the plan. Consider failing the walk on a refusal that cannot clear by itself, as the data-move case does.
(low) Machines skipped as away are named only on the delivered path. The failure notes (settings_walk.go:188-192, 245-249) leave r.Skipped out, though ADR 0344 §6 says they are named in the walk's note.
(low, as every send) A module newly assigned to the machine and never sent is composed as the mesh holds it, because recordedKept keeps only modules in sent_builds. The grants step refuses this case (grantsOnlyIn); the settings send does not. It is not a held build, but the send then does more than the layer.
Overlap with #304 (issue 639): one conflict hunk in settingsProposal.ask (proposals.go ~line 160-190). #304's new summary() also says 'approved, the layer is set at once and takes it at its next push', and its tests assert that text. That sentence becomes false under ADR 0344 §5. My recommendation: merge this PR first, then rebase #304. The rebase is small but not mechanical. It resolves the hunk, rewrites summary() for both set and clear to the walk wording (p.onApprove / p.reaches), and updates #304's expected strings. #304's reviewer should check that no 'next push' wording is left.
Verdict: approve at e32ca00aed9df8503da861c22984a17cb27038f2
Independent review of issue 641 under ADR 0344 (accepted, operator-approved, v8).
Checks at this head: mesh/merge-gate success (PASS, 4 of 4 compose; modules build-agent, mesh-controller), mesh/repo-check success (merge-check.sh passed), mesh/delivery success (ready: waits for its merge). No mesh/delivery-group status is set on this head. Locally (niced): go vet ./... clean; go test ./... all ok. Without MESH_TEST_POSTGRES the five store-backed settings-walk tests SKIP locally (TestAnApprovedLayerOpensTheWalkThatSendsIt, ...OneMachineAtATimeEachJudged, TestAFailedSettingsWalkStopsAndHoldsNothingBack, ...TheLayerAloneEveryBuildKept, ...StopsBeforeADataMove...); the three store-free ones pass. The repo-check ran the store.
What holds:
2. Data moves: settingsDataMoves composes as the send does and heldMoves fails the walk naming `push <node> --move <module>`, the later machines named not sent (settings_walk.go:180-195). Nothing is moved.
3. A failed settings walk is skipped when releaseBacklog looks for a failed release (release.go:650); an open one makes the automatic backlog walk wait and refuses a person's release with a clear reason (release.go:619-622).
4. Away machines are skipped and named in the delivered note; a walk that reached nobody ends failed; controllers go last (settings_walk.go:43-58, 168-221).
5. The ask and the Approve option say it is set and sent at once, each machine judged, builds kept (proposals.go:184, 193-196, 534-543); `settings propose` no longer names push.

mesh/merge-gate head 8bbb1b19ae63 merged into trunk 6f1a05366c1d — pass: builds build-agent, mesh-controller → ace, g14, novox, shanks; no bus step; every …
Without a build on the gate, a merge walk sending the machine a new build of
the module was read as the settings send's own report. A refusal for a last
send not known, or a kept build gone, never clears, so retrying it every
tick held the walk of waiting builds; it now fails the walk with why. Every
failure names the machines passed over as away (ADR 0344 §6).

Checks at this head: mesh/merge-gate success (PASS, 4 of 4 compose; build-agent, mesh-controller; judged on shanks), mesh/repo-check success (merge-check.sh passed), mesh/delivery success (ready: waits for its merge). No mesh/delivery-group status is set. Locally (niced): go vet ./... is clean. go test ./... passes against a throwaway PostgreSQL (MESH_TEST_POSTGRES set), and all 18 settings tests pass with the store, the two new ones included.
My earlier findings:
Fixed. The gate now records the module's last-sent build as both From and To (settings_walk.go, after sendJudged), so the gate's comparison of builds names it and a crossing send of another build supersedes the gate. TestACrossingSendSupersedesASettingsGate proves it, and laptop is not sent after the supersede. When the build is not known (kept == ""), the gate falls back to the earlier behaviour, which is acceptable.
Fixed. errSettingsCannotKeep (recorded_kept.go) fails the walk through failBefore, and releaseBacklog then opens the walk of waiting builds (TestASettingsWalkFailsOnARefusalThatCannotClear). The error passes up through planFor unwrapped, so the real data-move check catches it. The test stubs settingsDataMoves; the real path's wrap is covered by the recordedKept assertion in the same test.
Fixed. unreached() names the machines not sent and those passed over as away, on the data-move, cannot-keep and failed-gate paths.
Nit, not blocking: the errors.Is(err, errSettingsCannotKeep) check after sendJudged cannot match. sendToEach flattens a machine's refusal into a string ("%s:\n%v"), so the wrap is lost. The same composition runs first in settingsDataMoves and catches the condition there, so this costs nothing today. Either drop the check or wrap with %w in sendToEach if it should hold on its own.
The finding 4 note and the merge order with #304 stand as in my earlier review: merge this PR first, then rebase #304 and reword its 'takes it at its next push' summary.
Verdict: approve at 8bbb1b19ae63ad0a745176eae7f40f3939d27497

This replaces my approve in review 219. The code still stands as approved; one change is needed to its check.
merge-check.sh has no name filter or build tag that excludes the settings-walk tests. The repo-check sets MESH_TEST_POSTGRES, so the whole-suite step (go test -race -count=1 ./..., merge-check.sh:58) runs them against the store, and a failure there would fail the check. The repo-check's 'store tests, each run against the store' section names only the tests in testdata/store-tests (merge-check.sh:64-116), and this PR adds none to that list. So nothing proves that the seven store-backed tests ran rather than skipped. A skip passes unseen, which is exactly what issue 459 guards against. The script itself says: 'A pull request adds its own store tests to the list.'

What. On the operator's Approve of a settings proposal (ADR 0277), the warrant now sets the layer and opens a settings walk (
cmd/mesh-controller/settings_walk.go): a walk of the release kind (PlanRelease.Settings, kept in the plan's release JSON, no schema change) whose order is every machine running the module that the layer reaches (the named machine, or all for a whole-mesh layer), the control node last. No machine running it: no walk, and the warrant's words say there is nothing to send.Each step:
judgingIn);push <node> --move <module>(settingsDataMoves, composed as the send composes);sendJudgedunderkeepingBuildsForSettings(recorded_kept.go), which keeps every module there at the build it was last sent, whatever its policy. Arecordbuild (betterbird) stays held; a build waiting for a gate, or held after a failed release (ADR 0236 §24), is not released by it;judgeMoveswith the module as a judged pair), then the next machine.A machine not heard from is skipped and named; a walk that reached no machine ends failed, never delivered. A failed gate stops the walk, keeps the layer as approved, and names the machines not sent. A failed settings walk does not hold back the backlog's release (
releaseBacklogskips it); an open one makes it wait. The walk's start and end are said onplan-moved(ADR 0308), so the messenger tells its end ("Delivered: betterbird on g14, in 1m", or the failure with why).The ask's explanation and its Approve option now say the layer is set and sent at once to where it reaches, each machine judged, every build kept, and that its end is told as every walk's is;
settings proposeanswers the same. Nopushis named. A walk that cannot be opened fails the act loudly, withpush <node>as the hand remedy.settings setby hand opens no walk.Why. Issue 641: proposal s09bf8c99da7ac8b9 (betterbird,
calendar.alarms.showmissedfalse) was approved on Telegram at 16:13; the layer was set and nothing sent. ADR 0277 §18 kept the push a separate act. ADR 0344 (proposed, needs the operator's Approve) changes that.Not here. Betterbird reads prefs only at its start and declares no service, so
restart-ondoes not apply; a running Betterbird keeps the old values until restarted: issue 643 (mesh-catalog modules/betterbird).Tests (

What holds:
push <node> --move <module>, the later machines named not sent (settings_walk.go:180-195). Nothing is moved.settings proposeno longer names push.Findings, none blocking; I suggest one follow-up issue for 1 and 2:
